Description
The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for drydock and repair of the USCGC SAGINAW (WLIC-803), a 160 foot ?B? Class Inland Construction Tender. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about 22 November 02 with quotes due on or about 6 December 02. The RFQ will be issued via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested. Send all requests via email to lromano@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS is 336611. All businesses, large and small, are encouraged to submit quotes for the subject requirements. The home pier of the vessel is Mobile, Alabama. All work will be performed at the contractor's facility. The performance period will be 42 days with a start date on or about 17 FEB 03. The scope of the acquisition is for the drydocking, overhauling, cleaning and repairing of various items aboard the USCGC SAGINAW (WLIC-803). Provide all labor, material and equipment necessary to perform drydock repairs including but not limited to the following Base Items: Clean and Inspect Fuel Tank; Remove and Dispose of Fuel (up to 5000 gallons); Remove, Inspect and Reinstall Propeller Shafts, Remove, Inspect and Reinstall Propellers, Clean and Test MDE Grid Coolers; Upgrade Ship Service Generator Cooling System, Remove, Inspect and Reinstall Rudder Assemblies, Overhaul and Renew Valves, Inspect Spuds and Spudwells, Preserve Construction Deck, Provide Temporary Messing, Provide Temporary Berthing, Provide Temporary Logistics, Routine Drydocking, Install Sewage Tank Access Opening and Preserve Sewage Tanks, Renew Potable Water Deck Connection, Overhaul Fire Pumps, Protect Weatherford CG300 Hydraulic ATON Crane and GFP Report in accordance with solicitation. Option items include but are not limited to the following: Straighten Shaft, Renew Water-Lubricated Shaft Bearing, Renew Propeller Shaft Sleeve, Renew Rudder Bearings, Preserve Underwater Body, Provide Additional Temporary Messing, Provide Additional Temporary Berthing, Provide Additional Temporary Logistics, Composite Labor and Lay Days. The place of performance for the vessel is restricted from Brownsville, TX to Carrabelle, FL via the Intra-Coastal Waterway. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBE). The Department of Transportation (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
