Description

NA MODIFICATION -- Original notice is modified to state the solicitation will be unrestricted. White Sands Missile Range seeks proposals to privatize utility systems in accordance with 10 USC 2688, ?Utility Systems: Conveyance Authority.? Due to the nature of these assets at White Sands, and the Army's requirements for continued operation of these assets, one or more contracts may be required. Facilities comprising the electrical distribution system, the natural gas distribution system, the potable water tr eatment plant and distribution system, and wastewater collection system and treatment plant at White Sands Missile Range will be transferred, and an easement will be granted to each successful offeror which will allow the providing of the commodity. A dra ft statement of work, system descriptions, and installation-unique requirements will be available on our website on 22 Nov 2002 along with a draft of the evaluation criteria. A morning presentation and limited afternoon tour (separate tours for electrical , gas, and water/wastewater conducted simultaneously) will be held on 10 Dec 2002 beginning at 0800 MST in Room 246 of Building 102. On the following day, there will be a tour to Stallion Range Center. If you plan on attending this presentation and these tours, please notify Mr. Mike Derr at (505) 678-2827 (voice), (505) 678-4975 (facsimile), or derrmd@wsmr.army.mil, prior to noon on 6 Dec 2002. Comments and questions regarding the draft documents and the presentation and tour must be submitted electroni cally to Mr. Derr prior to COB 20 Dec 2002. It is anticipated that the formal solicitation will be available on our website on 14 January 2003 and proposals will be due 27 Feb 2003.
