Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, intends to procure on a full and open competitive basis, a Fixed Price Indefinite-Delivery, Indefinite-Quantity (IDIQ) type commercial items purchase order for Bulk Liquid Carbon Dioxide (CO2). The Solicitation number is N68936-03-T-0008, and is issued as a Request for Quotation (RFQ). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice and award shall be made in accordance with FAR Subpart 13.3 Simplified Acquisition. This announcement constitutes the only solicitation. A formal written solicitation request for quotation (RFQ) will not be issued. All responsible sources may submit a quotation, which shall be considered by the agency. Solicitation N68936-03-T-0008 will incorporate provisions and clauses that are in effect through the Federal Acquisition Circular 2001-09, DCN 20020730 and class deviation 2001-00002. The North American Industry Classification System (NAICS) code for this requirement is 325120 and the size standard is 1,000 employees. The requirement will include a base year of twelve months and one option year of 12 months. The purchase order minimum tonnage for the base year is 20 Tons. The maximum tonnage for the base year is 240 tons. The individual order limitation is a minimum of 15 tons and a maximum of 50 tons within two days The government will notify the contractor of the intent to exercise the option 30 days prior to the end of the basic period of performance. The minimum for the option year is 20 Tons. The maximum tonnage for the option year is 240 tons. The maximum tonnage is based on the ordering of one truckload per month. This is not guaranteed. In fiscal year 2002, the usage consisted of six truckloads. Two of these orders were for two trucks loads back to back. Carbon dioxide will be ordered on an as needed basis. The quantity and frequency of orders for carbon dioxide cannot be predicted. Carbon dioxide (CO2) is to be delivered F.O.B. Destination to Naval Air Warfare Center Weapons Division, China Lake, CA. Destination location is an estimated 10 miles from the front gate and 6 miles from the back gate. Requirements for bulk Liquid Carbon Dioxide (CO2) will be ordered orally. The request will normally be for one truckload of 20 tons (40,000 lbs of bulk CO2). The offeror must meet a one-day normal working day turnaround from the time an oral order is placed until time of delivery. Normal workdays are Monday through Friday, 0600 to 1800 hours. On special occasions Saturdays, Sundays and Holiday delivery will be required when testing is in progress. All offerors shall submit quotations in writing to Commander Code 220000D, 1 Administration Circle, Bldg. 00982, CA 93555-6100, by fax to 760-939-8329, or by e-mail to postra@navair.navy.mil by 1400 local time 20 November 2002. All responsible sources may submit a quotation, which will be considered by the agency. Award will be made on or about 5 December 2002. The Government will award a commercial items purchase order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered.
