- Description
- Provide all labor, materials, and supervision required for Chiller Replacement at the US Post Office / Courthouse, Laredo, Texas. Work is primarily mechanical, and includes the replacement of a chiller, 3 pumps, and cooling tower. Associated work includes new limited DDC controls, new exhaust fan, new ductwork, new refrigerant sensor, new condenser water treatment system, insulation work, architectural work, rework of piping, rework of electrical, temporary cooling of condenser water of remaining chiller, rework of cooling tower structural support, demolition of abandoned air handler system, and some painting. Work is generally to be performed after normal building hours with building security requirements. Time for substantial completion is 112 days from NTP. The solicitation will be issued on or about November 27, 2002, with proposals due on or about December 31, 2002. The estimated cost range of the project is between $250,000 and $500,000. The project will be procured under source selection procedures, which will result in a firm-fixed price award to the offeror that provides the best overall value to the Government with technical factors being somewhat more important than price. Factors to be considered during evaluation will include, but may not be limited to the following: previous similar experience within the last 7 years, construction phasing experience, previous government work, technical capability, experience in working in historical structures, site supervision, and price. Factors to be used will be described in the solicitation. A bid bond of 3% of the proposed price is required. This full and open procurement is being made under the Small Business Competitive Demonstration Program, and all responsible firms are invited to offer. Notices of the solicitation and any amendments to the solicitation will be posted on this website at: www.fedbizopps.gov/ Access to the complete solicitation, specifications, drawings, and amendments to the solicitation will be made available only through a secured extranet site. Interested parties shall send all requests to access the restricted Internet site, for the complete solicitation, to the attention of the POC indicated in this synopsis. This request should include the contractor's company name, DUNS number, Tax ID #, mailing address, phone number, and email address. Additionally, the contractor must review, complete, and return the attached Document Security Notice (DSN), along with a copy of their business license (if available), to the POC. Upon receipt of the completed DSN, and acceptance of the firm's request for access to the restricted site and the solicitation, two separate emails will be transmitted, to the email address provided, assigning the firm a User ID and password. These emails will provide instructions and requirements for entry into the secured extranet site and access to the solicitation.
