- Purpose: This is a "Request for Information" (RFI)only. The National Aeronautics and Space Administration (NASA) seeks information related to commercial interest in the following categories. Category A: Potential Commercial/Non-NASA Users of the ISS and Space Shuttle Earth Observation Photography. Category B: Potential Commercial Service Providers of Human Space Flight Earth Observation Photographic Imagery. This RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government nor will the Government pay for information solicited hereunder. Upon review of the information provided to NASA, it may be determined that it is in the best interest of the Government and Private Industry to make a ?Request for Entrepreneurial Offers? requesting such commercial offers which could lead to a ?Commercial Space Act Agreement?. FRAMEWORK: NASA Interests: photography of the earth taken by astronauts on ISS and Space Shuttle missions is planned and analyzed to identify subject matter and photographic parameters. NASA is interested in a commercial entity identifying and planning photographs to be taken of specific earth locations; reviewing and cataloging returned photographic imagery, scanning, digitizing and/or enhancing imagery in high resolution; distributing photographic products. Data availability: Approximately 420,000 images have been taken since 1961. Several thousand are taken each year from ISS, which affords the potential for continuous observation or from Space Shuttle, which flies several times each year. A wide variety of camera formats are routinely available. Digital cameras provide the potential for immediate return of photography. Specific windows and observational enhancements on ISS and Space Shuttle provide the capability for research photographic quality. A Window Observation Research Facility (WORF) will soon be available on ISS. In conjunction with the optical quality window the special facility surrounding the window provides attachment capabilities for sensors (cameras, multispectral scanners, and other instruments). There is a potential for automated or remote use of sensors, or operation by crew. Terms: Laws associated with distributing data developed with public funds are flexible. Photographic imagery produced by NASA or enhanced through privately owned or commercial processes may be sold by commercial entities. NASA is interested in considering terms and proposals associated with the planning, cataloging, use or distribution of earth observation imagery. INFORMATION BEING REQUESTED: CATEGORY A: Potential Commercial/Non-NASA Users of the ISS Earth Observation Photographic Imagery 1.What organization, company or other Government agency do you represent? 2.What would you use the photographic imagery for and what would be the purpose/end product of such use? 3.How many photographic imagery opportunities would you require and over what period of time? 4.What services would you require on-orbit and for return. 5.Describe general use requirements. 6.What price are you willing to pay for access to the human space flight program photographic imagery or for accommodations on ISS or Space Shuttle? CATEGORY B: Potential Commercial Service Providers of Human Space Flight Earth Observation Photographic Imagery 1. Description of Offer: Describe business venture ? technical & commercial merits. Describe established distribution channels. Services required from the US Government/NASA. Top level project milestone schedule. Terms and conditions of Agreement. 2. Technical information: Description of hardware/software/services. Description of operational concept. 3. Company information & Management Team Ownership. Location and Facilities Required. Services provided. Points of contact (business & technical). Top Level Organizational Structure. 4. Market Analysis & Strategy Summary Industry Analysis ? competition, risks, etc. Target market and projected market capture. Extent to which your business case is dependent on U.S. government users. Sales Forecast and basis of estimates (Pricing). Assumptions that involve a commitment by NASA (i.e. % for Commercial, % for NASA, Price Structure, Integration Time, Documentation Structure, Customer Base, etc.). 5.
