- NASA Langley Research Center (LaRC) is hereby soliciting information for potential sources for Aircraft Maintenance Service and Support (AMSS). The AMSS contract requires the Contractor to provide inspection, maintenance and repair of LaRC Aircraft at the Contractor's facility with inspection packages supplied by the Government. The Contractor shall also be responsible for providing all necessary materials, manpower and any specialized support equipment considered necessary for maintenance and repair service wherever LaRC operates its aircraft. If determined to be in the best interests of LaRC and the Government, the Contractor may be requested to perform the same services to other NASA Center aircraft. The Government is anticipating use of a time & materials task order type contract, whereupon the Contractor will propose prices for any defects and/or discrepancies found, and any repairs/testing/replacement of parts necessary, and the Government shall then authorize work only on those items determined necessary by the Government. Examples of services necessary are, but not limited to, repairs to Rolls Royce RB211 engines, stripping and painting a Beech King Air B200 aircraft, Service Bulletin compliance, FAA Airworthiness Directive compliance, and additional inspections as necessary. The Contractor shall be responsible for replacement parts and materials as necessary to provide 24-hour, 7 days a week on-call support for Aircraft on Ground (AOG). Aircraft requiring work at the Contractor's facility shall be ferried to and from by NASA flight crews, or by a Government designated crew. Government representatives shall be present when aircraft inspection, maintenance or repair is being performed for the purpose of making decisions appropriate to the particular aircraft in question. Flight testing, if necessary, shall be performed by the Government. It shall be necessary for the Contractor to possess a current FAA Part 121 or 145 Certificate for performing the work, and shall utilize a Quality Control System, which conforms to the current FAA Part 121 or 145. A listing of current aircraft operated by LaRC is as follows, but not limited to: Boeing 757, North American Rockwell OV-10A, Northrop T-38A, Beech King Air B-200, Bell UH-1H, Cirrus SR22, Cessna 206H, and Lancair Columbia 300. Based on experience under previous contracts, it is anticipated that the vast majority of the work will involve LaRC's Boeing 757. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; (based on the small business size standard of $5.0M for NAICS Code 488190, which is being used for this procurement); number of years in business number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number).
