Description
The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to acquire on a full and open competitive basis Information Systems (IS) support services for the U. S. Joint Forces Command (USJFCOM). Support will be provided at U.S. Joint Forces Command HQ in Norfolk, VA; JFL/JWFC Suffolk Facilities; JTF-CS/JWFC Ft. Monroe Facility; JFHQ-HLS/JTF-CS/SOCJFCOM Naval Operations Base Norfolk; and Joint Targeting Facility Damneck. Required tasks include, but are not limited to, planning, development, documentation, training, system administration, systems engineering, configuration management, network engineering, computer operations, and information technology (IT) initiatives designed to enhance execution of the USJFCOM mission, encompassing office automation and command and control systems. The solicitation shall contain a requirement for a base period of performance beginning 1 April 2003 through 31 March 2004 with four (4) one-year renewal option periods. The estimated level of effort is 275,600 man-hours per year. A cost plus fixed fee, indefinite delivery/indefinite quantity (IDIQ) type of contract is anticipated. Offerors shall be required to submit both cost and technical proposals. The applicable North American Industry Classification System (NAICS) Code and small business size standard are 541512 and $21M, respectively. The size standard is based on the industry classification of the services being procured. The size standard defines the maximum size that a firm, together with all of its affiliates, may be to be eligible for Federal small business programs and to qualify as a small business for purposes of submitting a proposal under this instant acquisition. Upon its release, the solicitation will be made available electronically at www.neco.navy.mil. A hard copy of the solicitation will not be made available. The solicitation is expected to be released within 15 days of this posting. The closing date for receipt of proposals will be established in the RFP.
