Description
The Naval Air Systems Command (NAVAIR) intends to procure Contractor Logistics Support (CLS) for approximately 155 (FY04) T-45 Training System (T-45TS) Goshawk Jet Trainer aircraft. The quantity of aircraft is expected to increase during the period of performance as additional aircraft are procured. This program includes conducting a T-45 aircraft retrofit program and supporting the T-45 aircraft development test program, as well as routine servicing of the aircraft, off-site commercial depot repair, and maintenance and support of the Ground Based Training System. The Boeing Company is the developer of the T45TS. The T-45 is a carrier version of the British Aerospace Hawk. This aircraft is the primary jet-training platform for the U.S. Navy. It is a two seat, low wing, carrier capable jet trainer powered by a Rolls Royce F405 engine. All maintenance, inspections, and logs and records required shall be in accordance with OPNAVINST 4790.2 series. Seventy-three (73) T-45A aircraft are located at NAS Kingsville, TX, with the remainder being T-45C aircraft based at NAS Meridian, MS. All facilities required to perform this work will be government furnished. The proposed contract will include a base year plus five option years and will include the following types of effort: 1) Organizational and Intermediate Level T-45 aircraft maintenance support. This will include periodic detachments to various aircraft carriers and remote land based detachment sites in support of pilot training requirements; 2) Organizational Level maintenance support of the Rolls Royce F-405 Turbofan engine. All engines and engine parts shall be supplied to the aircraft CLS contractor under a separate T-45 Engine CLS contract; 3) Supply Support for the T-45 A/C airframe; 4) Training Integration System and Academics; 5) Contractor Depot Field Team (CDFT); support, installation facility for depot level fatigue modifications, airframe changes, system upgrades and repairs to the T-45A/C aircraft. NAVAIR intends to release a draft Request for Proposal (RFP) within 45 days. Requests for the draft RFP may be sent via e-mail to: thomsonam@navair.navy.mil. Offerors that request an electronic copy of the RFP will be notified via e-mail when it is released. All respondents to the earlier, related synopsis issued on June 6, 2002 need not respond to this updated synopsis as they will be notified via e-mail of the release of the draft RFP.
