Description
Engineering and technical support for NUWC Division Newport, RI?s Missile and Platform Systems Department, Code 40. The effort is in support of various submarine weapons loading, handling and stowage systems, submarine torpedo tube and ejection systems, vertical launch systems, ancillary and countermeasure launchers, as well as other systems needed for successful weapon launch in current and future programs. Anticipated tasking under this cost plus fixed fee (CPFF), Indefinite Delivery/Indefinite Quantity contract include: systems analysis, integration, and evaluation; conducting compatibility studies and developing test plans; conducting ship checks; preparing quality assurance/quality control plans and documentation; fabricating prototype and production A&I, ORDALT, MACHALT, SHIPALT, and TEMPALT kits; conduct on-site test and evaluation programs; updating and preparing related documentation and engineering drawings. Est. level of effort over five years is 100,500 hours, with 'key' categories of: Program/Project Manager II; Engineer, Systems IV; Engineer, Mechanical III; and, Technician, Mechanical V. Period of performance is projected to start 29 APR 2003. This procurement is a follow-on to N66604-98-D-2892 which was competitively awarded to BAE Systems (formerly Vitro Corp.) of Rockville, MD. Unrestricted. Evaluation scheme is Best Value, with technical criteria of: Personnel; Past Performance; and Technical Approach. Only one contract award is planned. At least one member of a contractor 'team' must be SUBSAFE-certified per NAVSEA Note 5000- to perform SUBSAFE work aboard submarines. Security Clearance to SECRET level is required. This procurement is subject to FAR 52.222-49, 'Service Contract Act?Place of Performance Unknown'. Wage Determinations have been obtained for Rhode Island and Greater DC (DC; Maryland, Virginia). The Contracting Officer will obtain additional Wage Determinations for any company requesting one in writing. Requests must be received by 2002 DEC 12.
