Description
The Fleet and Industrial Supply Center Jacksonville has a requirement for the Navy Public Works Charleston, Goose Creek, South Carolina for various vehicle and fork lift tires; size and quantity as follows: 40 each LT265/75R16, 30 each P225/75R15, 50 each LT235/84R16, 75 each P205/75R15, 250 each 9R17.5 Ord. Chases Trailers, 60each LT75R16, 100 each 10R22.5, 125 each P235/75R15, 50 each 215/70R14, 25 each LT245/75R16, 30 each 185/70R14, 60 each P215/70R15, 150 each P215/75R15, 75 each 11R22.5, 20 each P185/75R14, 50 each 9R22.5, 125 each P205/65R65, 75 each 10.00-20, 100 each 205/75R14, 60 each 295/75R22.5, 120 each P195/75R14, 60 each 6.50-10, 25 each 11R22.5, 60 each 7.00-12, 25 each 11.00-20, 25 each 10.00-20, 5 each 16.00-25, 25 each 6.00-9. This is a 100% set-aside for small business, NAICAS Code is 326211 and the size standard is 1000 employees. All responsible parties shall submit a request for a copy of the solicitation in writing. The procurement will be conducted under the test procedures of Section 4202 of the Clinger-Cohen Act of 1996. A Dynamic Pricing Event (DPE) will be conducted. The DPE will be conducted on 03 December 2002. Revised prices will be submitted during a competitive, anonymous, on-line reverse auction (Dynamic Pricing Event). Offerors will be notified of the specific time prior to 03 December 2002. Not withstanding FAR 52.215-5 Offerors will submit revised pricing only through the online mechanism supplied by Procuri.com. Offerors will not submit revised pricing via any other mechanism including, but not limited to post, courier, fax, email, or orally unless specifically requested by the Contracting Officer. Prior to the DPE, Offerors shall submit initial solicitation containing price proposals to Fleet and Industrial Supply Center, 110 Yorktown Avenue, Building 110, Code 201.KE, NAS, Jacksonville, Florida 32212-0097 and complete the registration process through Procuri.com (http://www.govauctions.procuri.com) in accordance with the established procedures and guidelines. During the DPE, Electronic Offers shall be submitted by Offerors during the DPE period. Offerors, however, are not required to revise their initial pricing proposal during the DPE. The DPE will be conducted for a time period of thirty (30) minutes. If an offer is submitted within the last five minutes if the time period, the time period shall be extended for an additional five minutes beyond the time of that offer, provided the offer was the lowest offer received. The final price revision during the DPE will be considered the offeror?s final price. The Contracting Officer reserves the right to award upon initial price proposals and may elect not to conduct the DPE. After the DPE, no price revisions will be accepted after the close of the DPE, unless discussions are held and final proposal revisions are requested in accordance with FAR 15.307. Agreement by the Offerors: Submission of a proposal in response to the solicitation will be considered consent to participate in the DPE and to reveal their prices in anonymity during the DPE, offerors agree that the only knowing disclosure by the offeror of its price to any other offeror will be during the DPE. The offeror further agrees that disclosure by the offeror of its prices during the DPE shall not be for the purpose of restricting competition.
