- THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS WILL BE ACCEPTED REQUESTING A BID PACKAGE OR SOLICITATION. THERE IS NO BID PACKAGE OR SOLICITATION! IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. Naval Facilities Engineering Service Center is seeking sources of state environmental legislative and regulatory tracking. Services will support various DOD components as well as one or more Independent Federal Agencies. Required services include tracking and reporting of state and local level environmental legislative and regulatory initiatives in the 50 states, District of Columbia, Guam, Puerto Rico, and American Virgin Islands. The completed work product should be available via secure Internet access, periodic e-mail summaries, and periodic database downloads. The selected vendor must be able to identify and report state and local (air district, water district, etc.) environmental legislative and regulatory initiatives prior to formal publication of proposals. Internet access must allow data users to organize and prioritize data, prepare custom reports, filter by geographic location and media area, and perform keyword searches. The vendor will be also be required obtain and provide legislative and regulatory documents upon request and provide detailed analysis of legislative and regulatory trends when requested. Interested sources must submit the information relating to this Sources Sought in writing via e-mail to contrerascm@cbchue.navfac.navy.mil. DEADLINE for receiving responses is December 7, 2002. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought announcement, no evaluation letters will be issued to the participants.
