Description

The Naval Air Warfare Center Aircraft Division (NAWCAD), St. Inigoes, Maryland has a requirement for engineering and technical support services to support the Identification Systems Division in design and feasibility evaluation, component and system design engineering, system integration engineering, installation testing and evaluation, in-service engineering, integrated logistics, repair and validation, training, lab maintenance, quality assurance, software engineering, and program management for Identification Friend Foe (IFF), Air Traffic Control (ATC), Combat Identification (CID) and Electronic Countermeasures (ECMS) systems The contract type will be Cost Plus Fixed Fee (CPFF) term, with a total estimated Level of Effort (LOE) of 2,158,000 manhours over a period of five (5) years. The base period of performance estimated to begin on 1 March 2003 and end on 28 February 2004, with four one year option periods which if exercised will extend the period of performance of the contract through 28 February 2008. Of the total estimated LOE, 65% is estimated to be performed as Government on-site support at NAWCAD, St. Inigoes and 35% is estimated to be performed at the contractor's facility. The Government shall provide limited office, laboratory and integration space for approximately 25 personnel at Government locations. The contractor shall be responsible for providing all other facilities for contractor personnel. This requirement is a follow-on to contract N00421-97-C-1434 and the incumbent contractor is BAE Systems Technologies Inc. This procurement will be processed under full and open competition; however, the solicitation will include a requirement that 15% of the total value of the resultant requirement be subcontracted to small business firms. Basis for award of the resultant contract will be on the Best Value to the Government as established by the tradeoff process evaluation approach, cost and non-cost factors considered. All potential offerors must have or be able to obtain a "Secret" facility clearance. The estimated solicitation release date is estimated to be no later than 13 December 2002.
