Description
DESC: THIS IS THE FIRST NOTICE. The Engineering Field Southern Division, Charleston, SC Office of Contracting is currently seeking potential sources for OMB Circular A-76 Cost Comparison Study. The intent of the study is to determine the most efficient and cost effective method of providing facilities maintenance, fuels, and transportation services at the Naval Air Station, Joint Reserve Base, New Orleans, Louisiana and at the Naval Support Activity, New Orleans, Louisiana. This notice does not constitute a commitment by the Government. The Study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A Government proposal to provide these services is being developed and a contract may or may not result. Requirements include the following services to be performed: provide all resources and management necessary to perform facilities maintenance, fueling operations, utilities operation and maintenance, and transportation services at the Naval Air Station, Joint Reserve Base, New Orleans, Louisiana and Public Works administrative and planning services at the Naval Support Activity, New Orleans, Louisiana. The requirements include the following Public Works services: aircraft fueling operations; pest control; base support maintenance; maintenance, repair and alteration of buildings and structures; maintenance and repair of heating ventilation, air conditioning (HVAC) and refrigeration systems; dispatch operations, maintenance and repair of transportation equipment; maintenance, repair and alteration of electrical distribution including airfield lighting, boiler plant and other services related to a federal public works operation. This list is not intended to be all inclusive but rather to provide an overview of the variety of services required to support the mission of the Naval Air Station, Joint Reserve Base, New Orleans, Louisiana. Proposal evaluation will be in accordance with procedures set forth in OMB Circular A-76 and Section M of the Request for Proposal. It is the Government?s intention to issue this solicitation exclusively through the Internet at http://www.esol.navfac.navy.mil. The entire solicitation will be available at the site for viewing or downloading on or around January 2003. Prospective Offerors are encouraged to register at the web site. This will normally be the only method of distribution of amendments, therefore is the offeror?s responsibility to periodically check the web site for amendments to the solicitation. The official plan holder?s list will also be maintained on and can be printed from the website. RFP issuance date will be on or about January 2003. Any resultant contract will have a performance, which includes a base year with four option years. The contract type will be a combination firm fixed- price and indefinite quantity. This is a negotiated source selection procurement, which consists of the submission of price and technical proposals. The NAICS for this procurement is 56121 with a size standard of $23 Million. This is not a request for proposals and no solicitation is available at this time. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Market research is being conducted to determine interest and capability of potential sources for this requirement. Do not submit capability statements; instead, companies wishing to respond are invited to go to the web site at http://www.esol.navfac.navy.mil to download the associated market survey file. A more comprehensive description of the requirement will be provided with the market survey, as well as instructions for submission of the survey itself. The due date for responses is October 21, 2002.
