Description
The Fleet Industrial Supply Center Norfolk Detachment Philadelphia intends to procure a 100% small business set-aside in accordance with FAR part 12 for Message Center Support Services at the Naval Computer and Telecommunications Area Master Station Operations Detachment Guantanamo Bay, Cuba. The awardee shall operate, perform administrative duties and provide the support services Associated with the Defense Message System (DMS) and legacy components located within the confines of Building 2145. This service will be accomplished with the following DMS architecture specific equipment: Group Ware Servers (GWS), User Agents (UA), Remote Access Servers (RAS) and Domain Name Servers (DNS). Support services include operation, documentation, user assistance, system administration, trouble shooting, component configuration, component registration, and fault diagnosis. Operation of the message system components shall be 24 hours a day, every day of the year. The awardee shall operate and maintain the LAN and associated equipment connecting Buildings 760, 2145 and N609 until such time as assumption of responsibility for LAN support by the Navy/Marine Corps Intranet (NMCI) contractor (currently scheduled for the second half of the Federal Fiscal Year 2003). The awardee shall provide frequency management and DISA node site coordination services and support future DMS upgrades as occurring. Contractor personnel will be required to have a Top Secret security clearance to perform the duties outlined in the performance work statement. The U.S. Navy has determined this requirement is a commercial activity as defined by OMB Circular A-76 and will be directly converted from a Government to a Commercial provision.
