Description
The United States Naval Academy (USNA) has procurement for the following: This procurement shall be base year starting 15 November 2002 through 30 Sep 2003 plus optional years beginning 1 Oct 2003 through 30 Sep 2006. Provide service for sampling and analysis as described below. The test methods shall be in accordance with EPA?s SW 846. The lab shall provide a trained sample technician to collect these samples. Sample technician is expected to be prepared with appropriate small, hand sampling equipment (ex. Disposal sample thief?s, water level meters, water-indicating paste, measuring tapes. Prepare and preserved sample bottles, appropriate PPE, field sampling equipment decontamination materials. Chain of Custody sheets etc.). The lab shall be Maryland certified. Copies of the certification shall be submitted with proposal. The contractor shall have a five (5) day response time to it and ten (10) days to complete the order. The Environmental Division shall provide the sample number and witness the sampling. The contractor shall provide all documentation to track the samples. In addition to the scheduled wastewater sampling, the USNA historically requires other sampling of various media, some soils, waste oils, and (most commonly) waste characterization of disposal. STATEMENT OF WORK N00161-03-Q-0020 THE TEST METHODS SHALL BE IN ACCORDANCE WITH EPA?S SW 846. THE CONTRACTOR SHALL PROVIDE A TRAINED SAMPLE TECHNICIAN TO COLLECT THESE SAMPLES. THE SAMPLE TECHNICIAN IS EXPECTED TO BE PREPARED WITH APPROPRIATE SMALL, HAND SAMPLING EQUIPMENT (EX. DISPOSAL SAMPLE THIEF?S, WATER LEVEL METERS, WATER INDICATING PASTE, MEASURING TAPES, PREPARED, PRESERVED SAMPLE BOTTLES, APPROPRIATE PPE, FIELD SAMPLING EQUIPMENT DECONTAMINATION MATERIALS, CHAIN OF CUSTODY SHEETS, AND ETC.) THE CONTRACTOR?S LAB SHALL BE MARYLAND CERTIFIED. COPIES OF THE CERTIFICATION SHALL BE SUBMITTED WITH PROPOSAL. THE CONTRACTOR SHALL HAVE A FIVE (5) DAY RESPONSE TIME TO SAME AND TEN (10) DAYS TO COMPLETE THE ORDER. THE ENVIRONMENTAL DIVISION SHALL PROVIDE THE SAMPLE NUMBER AND WITNESS THE SAMPLING. THE CONTRACTOR SHALL PROVIDE ALL DOCUMENTATION TO TRACK THE SAMPLES. IN ADDITION TO THE SCHEDULED WASTEWATER SAMPLING, THE U S NAVAL ACADEMY HISTORICALLY REQUIRES OTHER SAMPLING OF VARIOUS MEDIA, SOME SOILS, WASTE OILS, AND (MOST COMMONLY) WASTE CHARACTERIZATION FOR DISPOSAL. THE ATTACHED REPRESENTS THE CONSERVATIVE, EXPECTED PARAMETERS AND QUANTITIES BASED UPON HISTORIC DATA. N00161-03-Q-0020 CLIN 0001M, 0002M, 0003M, 0004M PROVIDE SEMI-ANNUAL SAMPLING SERVICES TO MEET THE ACADEMY?S PERMIT REQUIREMENTS FOR WASTEWATER DISCHARGE TO THE CITY OF ANNAPOLIS. SAMPLING SHALL BE DONE TWICE PER YEAR (APPROXIMATELY MAY AND DECEMBER) AT THREE DISCHARGE LOCATIONS. SAMPLE COLLECTION EQUIPMENT SHALLBE PROVIDED (EX. ISCO COMPOSITE SAMPLER). SAMPLING MUST BE COMPLETED OVER TWO (2) CONSECUTIVE DAYS.
