- NA The following is market research to determine industry interest, not a request for proposals. Responses are due not later than 17 May 2002, 4 p.m. MST. Pages are limited to not more than 20, font at 10 to 12 pitch. The Defense Threat Reduction Agency is pr eparing to solicit for the capability to conduct a broad spectrum of specialized research, development, and tests in weapon effects including cratering, groundshock, dust, thermal and airblast effects, and structural response. DTRA requires the capability to use specialized test items consisting of shock tubes, static and dynamic testing devices, machining equipment, photography equipment, instrumentation equipment, a variety of heavy construction equipment, apparatus for performing high explosive and high explosive simulation tests. High explosive simulation designs and assembly and explosive storage bunkers may also be use during the contract. The scope of this acquisition will be to provide technology and test support in the areas of nuclear and convent ional special weapon effects, survivable structures and systems, and system safety assessments. The required support can be broken down into five areas: (1) Shock Physics Technology, (2) Field Test Support, (3) Sensor Technology, (4) Safety Environment, a nd Explosives; and (5) Administration and Operation. The required support includes all aspects of planning, designing, operation, maintenance, conducting, managing, fabricating, modifying, fielding, testing, analyzing, and reporting of research, developme nt, and testing using DTRA equipment and other specialized test support items located primarily at Kirtland AFB, White Sands Missile Range (WSMR), NM, the Nevada Test Site (NTS), NV. The major end items of this acquisition are data, software, test support , and technical reports. The successful offeror will be expected to support multiple activities concurrently such as coordinating major field tests, theoretical studies, laboratory experimental work, performing pre- and post- test environmental assessments , and provide operational maintenance support. DTRA has an extensive list of equipment and facilities that must be maintained and used under this contract. The offeror must be capable of providing sound and well-documented analysis support for various te st programs. Providing a safe work environment at all assigned government facilities and all test sites, and follow all applicable regulations. This acquisition is anticipated to be a 5 year 40 million dollar Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 5 year 40 million dollar option. The anticipated labor mix is 50 % engineering staff, 40% technician staff, and 10% administration staff. The proposed contract will contain the versatility to award Cost Plus Award Fee (CPAF) and Firm-Fixed -Price (FFP) task orders. In order to determine the capabilities of interested offerors, please address the following questions in your response. 1. Describe the current labor mix in your company. 2. Describe the size of your company.3. Describe how you w ould meet the government’s personnel requirements if you do not have the personnel on hand. 4. Describe your current experience in the five support areas listed above. 5. Describe your company's blast and shock experience. 6. Describe your company's experience in high explosive testing. 7. Describe your company's calculational capabilities (calcu lational tools and codes) used. 8. Are you familiar with or have experience with government research and development? 9. What is your experience in managing research and development programs at the anticipated dollar level? 10. Do you have an environmental , safety, and explosive program that meets the government standards stated in paragraph 2 of the Statement of Objectives? 11. Does your firm possess a facility/storage security clearance? If so, what are the security levels. 12. A minimum of ten (10) peop le shall possess TS/SCI clearances for contract performance.
