- Solicitation/Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. The North American Industry Classification System code is 314911 and the Business Size Standard is 500. The proposed contract listed here is Set Aside: 100% for Small Business. The Government intends to award a Firm Fixed Price Purchase Order under Simplified Acquisition Procedures (SAP). 90CONS/LGCB, F.E. Warren AFB, WY has a requirement to purchase 1,250 Tactical Assault Backpacks. The suggested pack is the X-1 Raptor Pack in OD Green manufactured by Black Hawk Industries. The manufacturer part number is 603D050D. These tactical assault packs include a large external utility pouch and a combination pop flare/radio pouch. All material is heavy-duty 1000D Nytaneon. All seams are quad stitched and trim taped edges. Pack includes a 100 ounce hydration system with insulated tube. Silent zipper pulls to fully open the main compartment. Shoulder straps and waist belts are packed with .5? closed cell foam. All Quotations for equivalent backpacks will be accepted if the submitter shows equivalency. The provision at 52.212-1, Instructions to Offerors ? Commercial Items, applies to this acquisition in accordance with the specifications. The provisions at 52.212-2, Evaluation ? Commercial Items, applies to this acquisition with the blanks filled in as follows: Summary of Services Proposed: Request for Quotation will be evaluated for price and compatibility with specifications. Quotes shall include pricing information to include unit price and extended total as well as the completed provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, with its offer. The clause FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. No addenda apply. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items ? applies to this acquisition. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) 11 ? 15, 18, 24, and 26 and (c) 1. The following clauses are also applicable to this acquisition: 52.219-6, Notice of Total Small Business Set-Aside, and Required Central Contractor Registration. Quotes will be received at 90 CONS/LGCB, 7505 Marne Loop, F. E. Warren AFB, WY 82005-2860 until 4:00 PM local time on 22 Nov 2002. Lt.
