- THIS IS A SOURCES SOUGHT NOTICE FOR MAINTENANCE SERVICES FOR THE SATELLITE OPERATIONS CONTROL CENTER (S0CC). The U.S. Department of Commerce (DOC)/National Oceanic and Atmospheric Administration (NOAA)/, Satellite Operations Control Center (SOCC), Suitland, MD intends to issue an RFP for remedial, preventive, and depot maintenance services for the following systems: (1) the GOES I-M Telemetry and Command Systems (GIMTACs) which provides primary command and control for the geostationary satellites. (2) The Orbit and Attitude Tracking Systems (OATS), which provides navigation data for the geostationary satellites. (3) The Replacement Product Monitor (RPM), which provides data quality monitoring for the geostationary satellites. (4) The GOES Simulator System (GSS), which provides spacecraft simulation for testing, evaluation and training. (5) The Solar Xray Imager simulator (SXI) which simulates the Solar Xray Imager on the GOES spacecraft. (6) The Sensor Processing System (SPS), which provides instrument monitoring, evaluation and calibration. (7) The GOES Engineering and Analysis System (GEAS), which provides of-line engineering support and long term archive capability. (8) The Satellite Support Ground System (SSGS), which provides primary command and control for the next generation of geostationary satellites. (9) The GOES Archive System (GAS), POES Archive System (PAS) and the IPACS Archive System (IPAS) which provides archiving of spacecraft engineering data. (10) The Dedicated Advanced Reprogramming Testbed (DART). (11) The Polar Acquisition and Control System (PACS), which provides primary command and control for the polar orbiting satellites. (12) The Test and Training Subsystem (TTS), which provides spacecraft simulation for testing, evaluation and training. (13) The Polar Imaging Display Engineering System (PIDES), which provides real-time and off-line image analysis and high quality hard copy for POES imagery. (14) The Integrated Polar Acquisition and Command System (IPACS), which provides primary command and control for the DMSP satellite system. (15) The Mission Planner Scheduling System (MPSS), which provides scheduling functions for satellite and ground system events. (16) The Satellite Operations Management Subsystem (SOMS) which is used to schedule Polar spacecraft operations. The contractor shall perform remedial and preventive maintenance on SOCC systems in accordance with the SOW and the Government's approved preventive maintenance plan. The equipment and systems include but are not limited to the following: Digital Equipment Corporation (DEC) Vax-4000-700 processors, DEC Alpha workstations, VAXStation 3100 workstations, MicroVax IV processors, MicroVax II processors, DECHub 900 network hub and associated peripherals, Encore (formerly Gould) SEL 32/67 processors and associated peripherals, SUN Microsystems SparcStations and associated peripherals, Personal Computers, various laser printers, impact printers and line printers, and all types of monitors. The contract will consist of a base year and plus four (4) one year option periods. A time and materials/labor hour contract is contemplated. Interested sources must submit a written narrative of capability, including detailed technical information and other technical literature, demonstrating the ability to provide the required services in sufficient detail to permit an agency analysis to determine a bona-fide capability to meet the Government's requirements, within 15 days of publication of this notice. Responses without the required documentation shall be considered non-responsive. Telephonic responses shall not be accepted.
