Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Central Administrative Support Center (CASC), intends to issue a solicitation for the lease of an automated ribotyping system for a period of one year with an option to purchase at the end of the one-year period. This instrument is to be delivered to the National Ocean Service at Charleston, SC. This will be a commercial item acquisition. Vendors capable of providing this instrument should send a written request by e-mail or fax to the Contracting Officer documenting the name of the firm, address, telephone number, point of contact and reference this solicitation number. Proposals will be evaluated on technical merit and price. This will is a best-value procurement. The following is a list of minimum requirements of the system: Automated system that will allow the performance of all steps necessary for ribotyping of bacteria after growth of cells to be identified. This includes lysis, DNA restriction digestion, electrophoretic separation of nucleic acid hydrolysate on a membrane, membrane transfer, probing of the separated nucleic acid fragments, recording the Southern Blot on the workstation and comparing with a database to identify isolates to species level; Automated Characterization Unit; Software control system, including data analysis software, computer workstation with CPU, monitor, removable hard drive, keyboard, mouse, laser printer, modem and uninterruptible power supply; Sample preparation equipment-heat treatment station; Sample preparation-hand-held mixer; Sample tube rack; Minimum throughput is 32 samples per day, processed in four batches of eight; Installation; Training of personnel; Instruction Manuals; Start-up supplies; License to Riboprint Pattern Identification Database; One year reagent-rental lease agreement, including enough disposables to perform 1000 analyses Option to receive prepaid reagents upon demand at any time within the one year period of the lease; Option to purchase additional reagents during the year if desired; one year warranty. This is not a small business set-aside.
