- The 12th Contracting Squadron at Randolph AFB intends to award on a sole source basis in accordance with FAR Part 6.302.Award will be made on a sole source basis to Managed By Design Inc., Chapel Hill, NC, under the Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. Solicitation Number FUHQFR21360200 is issued as a request for quotation. This combined synopsis/solicitation incorporates provisions and clauses are those in effect through Federal Acquisition Circular 01-09. The SIC Code is 7378, size standard is $21.0 and the NAICS code is 811212. The Contract is for the purchase of Annual Maintenance Support for Fleetman Software for 110 users, and for a one-time, non-recurring setup charge to establish toll-free telephone support for Fleetman users in Germany, Italy, Japan, and the United Kingdom. The service includes: .- Fleetman technical support to users via telephone, fax, email, and website. ? Toll-Free phone support to users within the continent U.S., Alaska, Hawaii, Puerto Rico, and Canada. ? Free delivery of Fleetman 3.7 to 118 users on CD-ROM, immediately upon request. ? Free delivery of Fleetman 4.0 to 118 users on CD-ROM when it is released. This program tracks the life span (mileage, maintenance, etc.) of non-appropriated funds(NAF), Defense Reutilization and Marketing Office (DRMO), confiscated, and specialty vehicles used by Services personnel. This software is critical to ensure Vehicle Control Officers (VCO?s) the capability to manage their vehicle fleet in an efficient and effective manner. The period of performance is 14 Dec 02 ? 13 Sep 03. Award is anticipated on 14 Dec 02. The following clauses and provisions can be viewed through Internet access at the AF FAR Site, http://farsite.hill.af.mil FAR, 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212-2, Evaluation ? Commercial Items, is also applicable to this acquisition. The specific evaluation criteria for this provision are as follows: conformance to the specifications, price, past performance. Paragraph ( c ) of this clause is tailored as follows: ( c ) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties, with the exception of : (1) Administrative changes such as changes in the paying office, appropriation data, etc. (2) No cost amended shipping instructions (ASI) if?(A) The ASI modifies a unilateral purchase order, and (B) The contractor agrees verbally or in writing, (3) Any change made before work begins if?(A) The change is within scope of the original order, (B) The contractor agrees; ( C ) The modification references the contractor?s verbal or written agreement. These changes may be made unilaterally by the Government. Award will be made using simplified Acquisition Procedures, therefore, the evaluation procedures at FAR 13.106-2 will be used. All responsible sources may submit an offer, which, if timely received, will be considered b this agency. Offerors are due at 12 Contracting Squadron not later then 430PM, Central Time, December 15,2002and should reference the solicitation listed above.
