- Description
- The Fleet and Industrial Supply Center Puget Sound has a requirement for bus transportation for up to 330 passengers from Naval Station Everett WA to Naval Station Bremerton WA (or intermediate points specified in the solicitation) Monday through Friday morning, with return trips to Everett each Monday through Friday afternoon. Service is not required on Saturdays, Sundays or Federal holidays. Charter bus service is expected to commence in mid-February 2003 and run through approximately mid-December 2003. Bus route prescribed in the solicitation will require buses to travel on a Washington State Ferry (WSF) auto-ferry. Contractor is responsible for vehicles, bus drivers, fuel, maintenance, liability insurance, all fares paid to the WSF system, and compliance with all safety, security, and environmental regulations. Buses shall be furnished with high-back reclining seats, equipped with a restroom, and air conditioning. In accordance with DOD Regulation 4500.9-R, only bus carriers qualified by the Military Traffic Management Command are eligible for contract award. Anticipate a firm fixed price indefinite delivery indefinite quantity type contract awarded under procedures of FAR Subpart 13.5, Test Program for Certain Commercial Items. The time between posting of the solicitation on the NECO website and the deadline for receipt of quotes will be less than 30 days. DOD Central Contractor Registration (http://www.ccr.gov) is required. The Service Contract Act applies. The acquisition will be solicited as 100% small business set-aside. It is anticipated that the RFQ will be issued on or about 6 December 2002, with quotes due three weeks after RFQ issuance. When issued, the RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link at www.neco.navy.mil. All firms wishing to submit an quote are responsible for downloading their own copy of the RFQ from this website (WinZIP or equivalent is required), and to frequently monitor that site for any amendments to the RFQ. Interested parties may utilize www.fedbizopps.gov and request an E-mail notification by clicking on the "FedBizOpps Vendor" tab then "Acquisition Notification Service" then "register to receive notification by solicitation number." By registering with this service, you should receive notification when the solicitation has been uploaded to the NECO website. NOTE: FISC PUGET SOUND DOES NOT GUARANTEE THIS NOTICE. OFFERORS ARE STILL RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION FROM THE NECO WEBSITE. No telephone or fax requests for the RFQ package or amendments will be accepted. An email request to julie_a_thomas@puget.fisc.navy.mil will be accepted in the event that a firm experiences problems downloading the RFQ from the NECO website. The Government is not responsible for any inability of the firm to access the posted documents. This office will not maintain a bidder's mailing list. No paper copies of the RFQ and/or amendments will be mailed. Failure to respond to electronically posted RFQs and associated amendments prior to the date and time set for receipt of quotes may render your quote nonresponsive and result in the rejection of same. All responsible sources may submit a quote, which shall be considered by FISCPS. Electronic submission of quotes is not available at this time.
