Description
Sources Sought Synopsis: THERE IS NO SOLICITATION AT THIS TIME. In accordance with 15.202, Multi-step process, this pre-solicitation notice is being issued in support of an upcoming A76 Full Cost (Public-Private) Competition for Machine Shop Operations expected to be held sometime in the April-May 2003 timeframe which involves the study and development of a Most Efficient Organziation which shall compete against a selected vendor. The BEP needs to determine potential small and large business sources that are fully capable of providing expert, highly complex, machine shop manufacturing, repair, R&D support of extremely high value, very critical and high tolerance for currency presses, machines and industrial plant equipment within the Bureau locations required on both a routine, and extremly urgent basis. The types of machine shop tasks include but are not limited to the following repair: Printing press wiper rollers, ink fountain blades, refurbish I-8 wiper tank bearing caps, overhaul and reshapen chopper knife units, cut wiper tank blades from folls of spring steel, hydraulic hand trucks, inspect and program machine printing press inking rollers with intricate interlocking printing patterns, ink pumps, ink mills, aluminum and nylo plate disintegrator, critical and emergency repair, counters, tying machiens, signoide banding machines, eletric hoist; Preventive repair on ink mills, offsets, bindery, roller lathes and IPE; Office production support for: bollards and hydraulic safety barrieers and roll up doors in building turnstiles, trash shredders, compactors, balers, stationary pumps, compressors, generators, electric motor bearing, trim and exhaust fan bearing and shaft, seals and bearing replacement, wastef fuel boiler idler roller repair, rebuild of hydraulic motors for drum drive, balers, trim fans, and rotary air locks, waskt fuel boiler paper shredder, and hydraulic lifts on shipping platforms; Other production support including: Intaglio chrome/nickel printing plate shredder in high security area, Industrial truck repair, Computer Measuring Machine, and Manufactured Parts inspection. Troble call support is provided on all of the above and more.... NOTE: a requirement of this future RFP is for all personnel to have the capability of meeting security background clearances equivalent to a SECRET clearnace, and these backgrond investigations are mandatory at the BEP and require personnel that can meet the very highest level of character. This process falls under OMB Circular A-76 and the Revised supplemental handbook which require both the FAR 52.207-2, Notice of Cost Comparison (Negotiated) and FAR 52.707-3, Right of First Refussal in Employment. There is expected to be a site visit of the facility (date yet to be determined) and the expected contract type is expected to result in a firm fixed price contract. At this time the BEP is only seeking sources. Submission of any information based on this synopsis is purely voluntary. Interested parties are requested to email 1) a one page summary of corporate capability including company website, address, email and phone numbers with POC, 2) a listing of any current GSA contracts or other federal contracts with commercial pricing rates for labor no more than two pages. PLEASE DO NOT SUMBIT PROPIETARY PRICE LISTS** and 3)a 3-5 page summary relating experience in providing machine shop operations and maintenance to industrial facilities both in DoD and non-DoD arenas. The Government does not intend to award contract(s) based soley on the submission of this RFI, nor will it pay any costs associated with your company submission under this RFI. BEP will begin accepting responses immediately.
