Description
NAICS Code: 541620 The United States Environmental Protection Agency, under the Simplified Acquisition Procedures of FAR Part 13, intends to issue a sole source purchase order to Stratus Consulting, Inc. of Boulder, Colorado. The purpose of this purchase is to acquire contractor support to assist in analysis of the benefits of Title IV, comparing emission reductions projected to be achieved by 2010 with emission projections under a "No-Title-IV" scenario. The contractor will analyze the benefits and produce several memorandums and a report on the benefits of Title IV . Stratus is the only known entity with the technical knowledge, resources, and working relationships with organizations which have actually implemented climate mitigation projects. They are the only known source capable of finishing the project in the time-frame required. The NAICS code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTATION (RFQ) IS AVAILABLE. Routine requests for a copy of the RFQ will be disregarded. Notwithstanding, any firm who believes it is capable of meeting the EPA's requirements stated herein may submit a response, which if received within 10 calendar days of the date of this announcement, will be considered. Interested firms shall provide detailed information outlining their capabilities, any response failing to provide the aforementioned data will be disregarded. Responses to this posting must be in writing. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
