Description
The Space and Naval Warfare Systems center, San Diego (SSC San Diego) intends to issue Request for Proposal (RFP) N66001-03-R-0004 for theoretical analysis, exploratory studies and technical services to support scientific projects at SSC San Diego and other Government research and development activities using other than full and open competition. Pursuant to 10 U.S.C. 2304(c)(3), competition will be restricted to educational and other nonprofit institutions. SSC San Diego contemplates award of multiple Indefinite Delivery-Indefinite Quantity type contracts with Cost Reimbursement pricing arrangements over a two year base period and one three year option. The RFP will include separate line itmes for classified and unclassified tasking. Offerors may propose on line items for classified and/or unclassified tasking. The total estimated level of effort the the entire five year period of performance for classified tasking, for all contracts awarded, is 32,987 hours. The total estimated level of effort for the entire five year period of performance for unclassified tasking, for all contracts awarded, is 296,888 hours. Contract awardees will compete for task orders to perform actual work. Contractors must be capable of providing support in the following areas: High Performance Computing Concepts; Intelligent and Fault-tolerant Processing; Advanced High Speed Processing Hardware; Advanced Sensor Development; Advanced Signal and Information Processing; Advanced Communications; Modeling and Simulation; Analysis of Personnel Performance Factors; Environmental Analysis and Prediction; and Marine Engineering. This requirement is a follow-on to contract N66001-97-D-5028 with San Diego State University Foundation. Anticipated release date of the RFP is on or about 2 January 2003. No hard copy versions of the RFP will be available. The RFP will be available in electronic format, when released, at the SSC San Diego e-Commerce Central web site at URL http://e-commerce.spawar.navy.mil/. This announcement is a synopsis of a proposed contract action pursuant to FAR 5.204. See Note 26.
