- NA The Defense Advance Research Program Agency (DARPA), along with the CECOM Information Intelligence Warfare Directorate (I2WD), is developing an Ultra High Frequency (UHF) Foliage Penetrating (FOPEN) Moving Target Indicator / Synthetic Aperture Radar (MTI/S AR) system designed to be flown on a rotary wing Unmanned Aerial Vehicle (UAV). The FOPEN Reconnaissance, Surveillance, Tracking and Engagement Radar (FORESTER) system is intended to detect small, slowly moving targets under the cover of trees. Documents for this basic effort is presently posted on the IBOP under BAA Solicitation DAAB07-00-C-K501 Amendment 2 ? FORESTER. The purpose of this announcement is to request White Papers (no more than 4 pages) for new and innovated concepts and techniques that will enhance FORESTER performance in the intended operational environment. Areas of interest include, but are not limited to: ? Low Probability of Intercept / Detection waveforms ? Novel waveform designs and processing algorithms to reduce RFI and improve ECCM performance ? Low frequency MTI feature detection algorithms and algorithms optimized for detecting the movements of both individuals and groups of individuals ? Precision targeting / Enhanced angle estimation techniques ? Clutter phenomenology characterization ? Advanced clutter rejection techniques (e.g. adaptive Doppler filtering and clutter cancellation) ? Wildlife rejection / characterization The white papers will be evaluated against the uniqueness of the idea and its applicability to FORESTER; estimated cost and schedule; the qualifications, capabilities and related experience of the proposed principal investigator and other personnel; and th e appropriateness of the investigator?s facilities. White papers to be considered for possible award should be submitted to the Government team no later than 20 December 2002. Based on white paper review, potential offerors will be requested to submit a proposal for potential work effort of 3-6 months in duration and costing between $100K-$300K, that will contribute to the development of the FORESTER system. It is the Governments intention to have the results of any resulting contracted efforts be presen ted to the FORESTER prime contractors for potential further use. US Army CECOM does not intend to pay for the preparation of any information submitted nor guarantee any awards will be made. All proprietary information should be marked as such. Any resulting awards will be limited to US companies with a secret level facilities clearance.
