Description
NA The ERDC-TEC intends to award an indefinite delivery, indefinite quantity (IDIQ) contract for a five (5) year base period with the potential for five (5) one (1) year award term options. The contract will be awarded with minimum base contract value of $1 M and a maximum base value of $50M. Each of the five (5) award term years will have a minimum value of $50K and a maximum value of $10M. The scope of work consists of serving as the Systems Engineering and Integration (SE&I) contractor for the Army?s Com bat Terrain Information Systems (CTIS) program. The CTIS systems supported under the existing contract include the Digital Topographic Support System ?Light (DTSS-L), the DTSS-Deployable (DTSS-D), the DTSS- High Volume Map Production (DTSS-HVMP), the DTSS -Survey, the Automated Integrated Survey Instrument and Digital Sketch Set, and the Maneuver Control System-Engineer (MCS-Eng). The contractor will be required to develop new functionality and integrate new capabilities and upgrades into the existing CTIS software suite. Additional functionality for development or integration could include, but is not limited to: 1. Semi-Automated/Automated feature extraction; 2. Enhanced tactical decision aids (TDAs); 3. Hydrology and weather models; 4. Terrain visualization; 5. Data Modeling and Object Behavior; 6. Web-mapping technologies; 7. Server based applications; and 8. Global Positioning System (GPS) technologies. Knowledge of the following types of CTIS TDAs is required: Mobility Analysis, Line of Sight Analysis, Environmental, Special Purpose Products, and Terrain Elevation. The contractor shall demonstrate familiarity with Erdas Imagine, ESRI ArcInfo, ArcView, A rcIMS, ArcSDE and associated add-on modules, and relational database management systems such as Oracle and Informix. The contractor shall be able to write Erdas Macro Language (EML), C, C++ and Visual Basic routines and integrate these with C, C++, Ada, A rc Macro Language (AML)and FORTRAN code. The contractor shall demonstrate familiarity with use, troubleshooting and coding for Windows 2000 based operating systems as well as for UNIX operating systems on both Sun and CHS2/3 Hardware platforms. The contr actor will be required to evaluate, test, integrate and install individual hardware components into both existing and new CTIS systems. The contractor will be required to have knowledge of Defense Information Infrastructure Common Operating Environment (D IICOE), Joint Tactical Architecture ? Army (JTA-A), Common Joint Mapping Toolkit (CJMTK) and software segmentation requirements. The contractor will be responsible for integration of the CTIS software into the Army Battlefield Command Systems (ABCS) Software, and addressing interoperability requirements between CTIS systems and other Army and Joint Systems. The contractor will be required to develop new versions as well as update and modify the following existing CTIS items: production level drawings (relative to any design changes), training materials, technical manuals (Operator?s Manual (-10), Maintenance Manual (-23) and Software Users Manual), and Integrated Logistics Support (ILS)/provisioning documents. The contractor will be required to develop training packages for each CTIS System in accordance with the Automated Systems Approach to Training (ASAT) database. The contractor will be required to develop Task Embedded Training (TET) for all CTIS software developments. The contractor should possess the facilities and personnel necessary to perform shelter hardware test and integration with existing Army Tactical shelters and vehicles. The contractor will be required to perform Logistics Support Analysis for each CTIS system developed under this contract. The Contractor will be required to perform Market Surveys for new hardware, software and other technology advancements. The Contractor will be required to be capable of conducting test and evaluation of all CT IS Systems. The Contractor will be required to perform failure and corrective actions analysis during test operations and to provide software and hardware test troubleshooting, maintenance and repair for all systems developed or supported under this contr act. The Contractor will be required to provide help desk/phone hotline support for fielded systems and will also be required to maintain a software support website for CTIS users. The existing website can be found at http://www.ctissupport.com. The contractor will be responsible for providing field support for all CTIS supported systems. Field support shall include, but not be limited to, domestic operations and exercises as well as overseas wartime operations for the all CTIS software and hard ware systems. The contractor will be required to provide fulltime on-site personnel to support operations at the Central Technical Support Facility (CTSF), Ft. Hood, TX. The Contractor will be responsible for ensuring all system safety and software security requirements and concerns are addressed. The successful offeror must have key personnel with a TS/SCI clearance at the time of award in order to perform the work required under this contract. The scheduled RFP release date is on or about 15 December 2002. The RFP will be released via the USACE Vicksburg District Homepage at http://www.mvk.usace.army.mil/contract/ and can be located by clicking on ?Advertised Solicitations.? A pre-proposal conference will be held on 14 January 2003 from 0900 to 1500, at the Topographic Engineering Center, Alexandria, VA. This conference will provide a description of the CTIS program, a briefing of the CTIS software and a software demonstratio n. It will also provide responses to offerer's questions. However, all questions must be provided to the contracting officer in writing NLT 4:00PM, 6 January 2003. Please be advised that the conference is limited to two (2) attendees per company. ATTENDEES MUST BE U.S. CITIZENS.
