- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The solicitation number is F08602-03-MC001, Request for Quotation. The solicitation incorporates provisions and clauses as those in effect through Federal Acquisition Circular 01-05. This procurement is a Total Set-Aside for Small Business in accordance with the Small Business Competitiveness Demonstration Program. The North American Industry Classification System code (NAICS) is 56110 the size standard of which is $6,000,000 in annual receipts (Not to Exceed). DESCRIPTION: Family Support Executive and Administrative Support Manager REQUIREMENTS: The Family Support Center (FSC) assists base leadership in identifying family concerns, resolving problems, helping families navigate the military system, and promoting family readiness. FSC activities and services include the functional areas of relocation, transition, family member employment, financial management, family life education, family readiness, Family Services, and Airmen?s Attic. In addition to the functional areas of responsibility, the FSC requires overall administrative support to the Director and staff Program Managers. Additionally, the FSC operates a resource center to assist customers seeking employment opportunities, as well as relocation, financial, and scholarship information. The job description follows: A four year degree would be preferred; however, at least 3-years of Executive-level support in the FSC or equivalent experience at the executive level in the workforce would be acceptable. The Contractor must have excellent administrative and communication skills, and be trustworthy as this person handles a large amount of sensitive and privacy act information. Computer skills required include MS Word, Excel, PowerPoint, PrintShop, Outlook, Formflow, ABSS, and some experience with MICROBAS (is preferred). Contractor will provide one-on-one assistance to staff members and customers needing assistance in all FSC program areas. Contractor will: - Develop presentations, make official travel arrangements for government employees (to include processing travel orders, DD Form 1610s in ABSS), handle meeting/event planning to include executive-level, use creativity and problem solving skills and recommend resolutions - Manage multiple phone lines, greet customers and Distinguished Visitors, provide information and referral, complex calendar management for the Director and all staff members, customer interaction, meeting arrangements, and document preparation to include daily command End-of-Day reports, compiling and input of statistical data for quarterly report requirements, quarterly awards, special trophy and awards and applicable forms to include annual appraisals (civilian and military) and serves as primary telephone control officer and civilian timekeeper - Have familiarity with military ranks and structure for rendering proper military recognition and protocol - Possess and employ excellent writing and oral communication skills, organization, planning and time management skills - Ensure all information security measures are enforced (OPSEC, COMSEC, and Force Protection conditions and procedures) - Attend scheduled meetings/appointments - Provide assistance to the Computer Operations Support position as required and serve as the alternate Work Group Manager Contractor will need to be multi-task capable and have an intimate knowledge of Family Support Center programs and services. Contractor will provide on-going administrative services and monitor and assist clients in a number of areas as required. Contractor must be knowledgeable in the following areas of responsibility: - Information and Referral, Relocation Assistance, Transition Services, Career Focus, Emergency Financial Relief, Personal Financial Management, Volunteer Resources, Employment Resource Center, and Family Readiness - Intake of applications for financial assistance through the Air Force Aid Society, Army, Navy, and Marine Corps Relief Societies - Scheduling customers for classes related to the program areas above - Communicating orally, instructing others, and working effectively with a diverse population. Contractor must be competent in federal employment procedures, DoD employment related web sites, and Department of Labor publications and web sites to include software for Dictionary of Occupational Titles, Occupational Outlook Handbook, guides for Occupation Exploration, O?net job descriptions, and military crosswalk to O?net jobs. Additionally, contractor will have working knowledge in the following areas: - Local, city, county and state human services resources and applicable software (i.e. IRIS, and internet resources) - Base Integrated Delivery System, Community Action Information Board, partnerships, and helping agencies -Veteran?s benefits and entitlements to include: -- Medical benefits -- Educational benefits and monetary rates -- Dependent entitlements -- Certificates of Eligibility for home loan guarantee -- Claim forms with instructions -- Work Study programs and forms Contractor will be very knowledgeable FSC marketing and assist Family Support Center Consultants in marketing efforts to include outreach venues, publishing the monthly calendar, preparing articles for publication, and planning marketing strategies for and with FSC staff. Contractor will be available in the FSC during an established work schedule of not less than 26 hours and not more than 40 hours per week during normal duty hours (0730-1630 Monday through Friday). Contractor will dress in appropriate business attire while providing services in the FSC. Contractor is responsible to notify the FSC Director at least five duty days prior to any planned absence. This requirement is given to allow the FSC staff members the opportunity to plan their business activities without the availability of associated administrative and computer support. Contractor will provide a record of services provided and billing invoices for payment to the FSC Superintendent at least monthly.
