- Description
- The National Institute of Allergy and Infectious Diseases intends to award a sole source contract for the continuing development, improvement and maintenance of the Clinical Research Information Management System (CRIMSON) of the NIAID. Services will be procured on a sole source basis from Systex, Inc. Systex, Inc. possesses the unique ability to handle this requirement. The CRIMSON Clinical Data Management System is predicated on the use of client software that will run in both Macintosh and PC Operating Systems and will produce interfaces with a complexity that XML languages cannot. Systex has developed and maintained the current system using 4th Dimension, GQL, and Sybase software tools. Systex has extensive experience with cross-platform development and with the development of the orphaned programs currently in use in CRIMSON, such as, Andyne and GQL. In addition, the development of database solutions for clinical care and research documentation and data warehousing requires an in-depth knowledge of clinical practice and research documentation standards as set for by institutional and regulatory authorities, privacy and security standards set to protect patient data, data standards for submission of research findings set by regulatory agencies and the environment and personnel who do clinical research and care. Systex possesses the required experience with development of clinical research data management systems that meet the unique needs of the NIAID DIR clinical research program. The experience of Systex is crucial to the management and maintenance of this system. The current contract was awarded competitively with only one offeror, Systex, responding. For this reason, and based on the requirements of the system and expertise of the contractor described above, the Government believes that no other offerors are currently available to provide these services.
