Description
The Department of the Treasury and the Department of Justice have established a joint program office to implement a nationwide land mobile radio Integrated Wireless Network (IWN) for the Federal law enforcement communities. The IWN will be a very high frequency (VHF) Project 25 (TIA/EIA-102) compliant trunked LMR infrastructure with Over-the-Air Rekeying (OTAR) capability. The Government intends to conduct a competitive procurement to establish a single Indefinite Delivery Indefinite Quantity contract to provide for the initial deployment of the IWN. Included in the contract will be all requisite services (including detailed design, engineering, integration, implementation, optimization, training and warranty maintenance), equipment, software and supplies to conduct the initial deployment of the system. Although it is anticipated that deployment will begin in the Pacific Northwest, the selected vendor may be required to provide services anywhere in the United States. The period of performance will be a base period of two years with an option for one additional year of performance and will include the clause 52.217-8 Option to Extend Services. The contract will be available for use by the IWN Joint Program Office. The contract may also be used by the Department of Homeland Security and agencies outside of Treasury, Justice and Homeland Security that will be users of the IWN. Source selection will be based on the vendor representing the best value to the Government, cost and other factors considered. The Government intends to formulate its procurement strategy for the long-term deployment of the IWN in 18-24 months. See numbered note 12. All responsible sources may submit an offer.
