- A sole source procurement is contemplated with Dynetics, Inc., 1000 Explorer Blvd., Huntsville, AL 35806 to upgrade the previously developed Imaging Millimeter Wave Fuze (IMF) Toolbox (Version 2) to include the following: Automated Capability to Baseline Distributed IRMA (Infrared Modeling and Analysis). IRMA is the Air Force multispectral signature tool. The IMF requires a configurable security policy within the framework used to implement the distributed execution of multiple IRMA sensor simulations on multiple machines connected on a LAN. The IMF simulation software shall include provisions for user configuration of the security policy governing the remote execution of IRMA on remote machines. CESM Engineering Display Capability. The IMF requires an engineering display based on the CESM (common engagement space mapping) algorithms to support the fuze algorithm developer. This CESM engineering display shall provide a detailed graphical representation of those CESM parameters used to determine warhead aim and detonation outputs. This requirement supports the integration of the CESM algorithms into the IMF fuze simulation tool. The Imaging Millimeter Wave Fuze Toolbox (Versions 1&2) has been acquired previously under Purchase Orders and the software with users manuals has been delivered to the Air Force. Dynetics Inc. is the only company capable of designing, developing and coding the Imaging Millimeter Wave Fuze Toolbox that meets the government's requirements without substantial duplication of efforts and costs. To perform this effort a company must have experience with the Air Force?s weapon flyout simulation tools, MSTARS, and the Air Force owned millimeter wave scene generation software, IRMA. Dynetic's experience with MSTARS and IRMA along with their previous experience in developing IMF (Versions 1&2) makes them uniquely qualified to perform this upgrade effort for the Air Force. Dynetics, Inc. is the only known contractor source of expertise available with experience using and modifying the Imaging Millimeter Wave Fuze Toolbox. The output from this contract is critical to support the FY03 R&D program, Focused Ordnance Controller with Aimpoint Selection (FOCAS). The Government intends to solicit and negotiate with Dynetics sole source under the authority of FAR 6.302-1. However, all responsible sources may submit a quotation which shall be considered by the agency. Due date for responses (original and 1 copy) is 9 Dec 02, 3:00 p.m. CST. No electronic responses will be accepted.
