Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are bein g requested and a written solicitation will not be issued. The solicitation number is DAHA06-03-Q-0002 and is issued as a Request for Quotes (RFQ). NAICS code is 333996, SIC code is 3594, with size standard of 500. The solicitation document and incorpor ated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. The proposed contract is 100% set aside for small business concerns. The Connecticut Army National Guard, AVCRAD Facility has a requirement for one Portable Hydra ulic Power Supply for testing all types of aircraft hydraulic components and systems. The Government considers Hydraulic Power Supply Unit with extra cooling capacity, Model 2113-203-01-02-04-05-07, manufactured by Aviation Technology, Inc., Manchester, N H 03109, or equal to meet the minimum requirements of the Government. The minimum salient physical, functional and performance characteristics that an equal item must meet to be acceptable are as follows: Heat exchanger to maintain a maximum of 150 degree s Fahrenheit oil temperature, with 120 degrees Fahrenheit ambient temperature (max 30 degrees Fahrenheit differential), with continuous operation; overall dimensions must not exceed 72 inches long x 56 inches wide x 56 inches high; 440 VAC, 3 phase, max 12 0 amp operation; 3000 psig continuous @ 20 gallons per minute, 5000 psig at reduced flow; 35 gallon reservoir; dual hydraulic systems, each system must have separate, adjustable volume (pressure compensated) and pressure controls; supply and return pres sure gauges, +/- 3% accuracy; flow meters, +/- 5% accuracy; air/oil type heat exchanger; 50 foot long hoses; supply filtration 3 Micron A; return filtration; temperature gauge; hour meter; protective cover; semi-pneumatic casters; foot brake; tow bar; 25 foot long power cable; constructed for MIL-H-83282 hydraulic fluid. All equipment must be new and conform to all applicable standards and specifications and include Operation and Maintenance Manuals (manuals must include: schematics; installatio n wiring diagrams; bill of materials; spare parts list; and operation and maintenance instructions). The Acquisition will be FOB Destination with Delivery and Acceptance point at the Connecticut AVCRAD, 139 Tower Ave, Groton-New London Airport, Groton, Co nnecticut 06340-5300. Delivery date shall be within 60 days of receipt of order. Descriptive literature is required with your offer. Descriptive literature must be of the type and detail sufficient to allow for a determination of compliance with the sol icitation, evaluation of equality with the specified product, the terms of any expressed warranty, price and delivery times. Award will be made to the offeror whose quote represents the best value to the Government. The best value award will be based on t he evaluation of quotes for conformity to the technical capability of equipment, price, past performance. Technical capability and past performance are approximately equal to price. Past Performance must include persons of contact on the last three contrac ts for similar equipment.
