Description
This Solicitation is being issued on an UNRESTRICTED Basis, inviting full and open competition. The Contract Specialist is Stephen L. Cannon, Code ACQ11SLC. The Contracting Officer is Larry R. Fisk, Code ACQ11. The Government will evaluate proposals using source selection procedures with the intent to award a firm-fixed price contract to the responsible offeror whose proposal, conforms to the solicitation, as the BEST VALUE to the Government, price and technical factors considered. DESCRIPTION: This work includes, but is not limited to, pavement demolition and removal of approximately 68,000sm of deteriorated concrete pavement up to 24 inches thick of existing sub grade. Crush demolished PCC and place as a 12 inches thick base course. Place new 19 inches thick PCC pavement with new subsurface drainage system; small repairs in concrete pavement; new neoprene joint seals in concrete pavement; new mooring eyes in concrete pavement and other miscellaneous required work. All existing utilities shall be maintained, including drainage. Install new pavement markings. All work shall be in strict compliance with the specifications and drawings. This will be a Firm Fixed Price Lump Sum type contract. The maximum allowed construction completion schedule is 365 days from notice to proceed. Estimated cost for this project is between $9,500,000 and $10,500,000. The Government requires contractors to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best price. Award will be made to the offeror whose technical and price proposal offers the best overall value to the Government, without discussion of such offers. The technical proposal is equal to the price proposal and will be evaluated as set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. Proposers will be evaluated on Technical Factors as follows: Factor A--Past Performance; Factor B--Small Business Subcontracting Plan; Factor C--Technical Qualifications; Factor D--Technical Approach with Element 1-Construction Time; Element 2-CPM Schedule; Element 3-Experience Modifier Rate. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO AWARD THIS CONTRACT WITHOUT DISCUSSIONS. Therefore, each initial offer should contain the offeror's best terms from a price and technical standpoint. Offerors should not assume they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions providing an opportunity for the offerors to revise their proposals. Firms submitting technical and price proposal will not be compensated for specifications. Large businesses competing for this project must comply with the FAR 52.219-9 Clause regarding the requirement for Subcontracting Plan on the part of the work that it intends to subcontract. The recommended goals for subcontracting are 65% for Small Business. Of the total subcontracted effort, the new goals are a minimum of 14.8% for Small Disadvantaged Businesses, 14.4% for Women-Owned Small Business, 3% for Veteran-Owned Small Business, 3% for Service Disabled Veteran-Owned Small Business, and 3% to HUBZone firms. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted. RFP ISSUE DATE: The Government intends to issue the plans and specifications on or about 10 January 2003. Proposals will be due around 11 February 2003. The exact date will be stipulated in the RFP. NOTE: Since the Government intends to issue the solicitation through the use of the Internet, offerors must register on the NAVFAC E-Solicitation website at http://esol.navfac.navy.mil. Prospective offerors may access the entire solicitation postings, including the plans and specs, on the Internet for viewing and downloading through the above referenced link, although the download time may be excessive. Offerors may also purchase Electronic Copies of the plans and specifications in a compact disk format (CD ROM) from the Defense Automated Printing Service. The official plan holders list will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. All inquiries and questions pertaining to the solicitation must be submitted in writing to the address noted above. To obtain a copy of the solicitation, you must register on the website and download the information. NO PAPER COPIES WILL BE ISSUED. This solicitation is formatted as a request for proposal in accordance with the requirements designated by FAR 15.6 for a negotiated procurement. The award of this procurement will be accomplished using the Source Selection Procedures that result in the BEST VALUE to the Government, price and technical factors considered. The Government reserves the right to reject any and all proposals at any time prior to award; to negotiate with any one or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award a contract to the proposer submitting the proposal determined to be the most advantageous to the Government.
