- PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SUPPLIES, EQUIPMENT AND MATERIAL CLASSCOD: 41?Refrigeration, Air Conditioning and Air Circulating Equipment OFFADD: Federal Aviation Administration, Contracts Branch, Eastern Region, 1 Aviation Plaza, Jamaica, NY 11434-4809 SUBJECT: 41?REHABILITATION OF EXISTING HEATING VENTILATION AND AIR CONDITIONING SYSTEMS FOR AIR TRAFFIC CONTROL TOWER AND BASE BUILDING AT GREATER PITTSBURGH INTERNATIONAL AIRPORT, PITTSBURGH, PA SOL: DTFAEA-03-R-GFM01 DUE: 25NOV02 POC: Glenn Fox McCarthy, Contracting Officer, 718-553-3085 DESC: The Federal Aviation Administration (FAA) has a requirement for a design services contract provided by an engineering/architectural firm for the replacement of Heating, Ventilation and Air Conditioning (HVAC) Systems which includes, but is not limited to, air handling units and associated condensing units, rooftop units, ductwork, piping, controls, etc. for the Control Tower and Base Building at Greater P! ittsburgh International Airport, Pittsburgh, PA. The following prequalified companies will receive the solicitation package: Lilker Associates: New York, NY; AKF Engineering: New York, NY; and Leo A. Daly, Omaha, NE. The purpose of this Screening Information Request (SIR) is to obtain additional interested engineering/architectural firms. All interested parties must fax a letter of interest to the Contracting Officer, Glenn Fox McCarthy, Contracting Officer, at 718-995-5685 by 25NOV02, 2:30PM EST. Due to time restraints concerning this project, only the first five (5) firms responding to this announcement via fax will be sent the Request For Offers (RFO). The estimated design contract price range is between $250,000 and $300,000. The NAICS Code for this project is 541330. Award decision will be based on price, as well as the evaluation criteria stated below. Basis for Award This is a Best Value Procurement. Past Performance, Technical Experience/ Capability Financial Capability evaluation, and price will be used for the basis of award. The Government reserves the right to award on initial offers without discussions or to conduct one on one discussion with one or more offers. The Government is seeking offers that provide the best combination of quality and price in order to select the greatest value or ?Best Buy? offer, therefore, award may be made to other than the lowest price offered. Past Performance, Technical Experience/Capability and Financial Capability will be evaluated. Contractors who receive an evaluation score of 80% or less (out of 100) shall not be considered for the contract award.
