- NA This is a synopsis conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5 as supplemented with additional information included in this notice. Solicitation No. DTRS57-03-Q-80019 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-17. The Standard Industrial Classification Code is 541720, and the small business size standard is $6M. The Volpe National Transportation Systems Center (Volpe Center) intends to award a contract on a non-competitive basis with Virginia Polytechnic Institute and State University (VPI) for an analysis of driver fatigue and drowsiness of local short haul truck drivers in support of the Federal Motor Carrier Safety Administration (FMCSA). VPI, u nder contract to the Federal Motor Carrier Safety Administration (FMCSA) and the National Highway Traffic Safety Administration (NHTSA), previously collected and analyzed data from an on-road field study. The primary objective will be to characterize the episodes of driver fatigue and drowsiness and perform an assessment of commercial driver fatigue on driving performance using naturalistic data. The nature of this research will be considered confidential and the contractor will be expected to sign a confidentiality agreement. All responsible sources may respond to this synopsis and responses will be fully considered by the agency. Interested firms are requested to submit two (2) copies of descriptive documentation in sufficient detail, do not include any pricing information, to al low an evaluation of a bonafide capability to satisfy the Government?s requirements within fifteen (15) calendar days of publication of this notice. Descriptive documentation shall be limited to two (2) pages per criteria addressed. Criteria shall consist of: 1) access to previously collected data; 2) similar company work experience; 3) skill level of proposed staff; and 4) description of equipped facilities and/or laboratories. In the absence of responses from firms who can demonstrate their capability to perform this requirement, the Volpe Center intends to negotiate with Virginia Polytechnic Institute and State Universit y on a non-competitive basis under the authority of 41 U.S.C. 253 (c)(1). See note 22. For minority, women-owned and disadvantaged business enterprises: the Department of Transportation (DOT), Office of Small and disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at p rime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
