Description
P5 AIR COMBAT TRAINING SYSTEM (P5CTS) SOL F08635-03-R-0001 DUE 30 JAN 03. NOTE: Although FedBizOpps may identify this document as a modification, this document is the initial pre-solicitation notice for the P5CTS Program (formerly P4RC+). This announcement serves notice to all potential offerors that the Range Instrumentation System Program Office (RISPO), AAC/WMRR, Eglin AFB, FL anticipates the release of a solicitation for a 10-year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for the P5CTS program. The Air Force P5CTS program is a cooperative effort with the Navy that includes Navy requirements and increases the air combat training capability of both Services. The P5CTS acquisition consists of airborne and ground components, logistical support, and provisions for spiral growth and development with out-year enhancements. The airborne component will include three different Participant Subsystems (PS). They are: an Airborne Subsystem (AS) (external pods), an Internal Subsystem (IS) for use in F/A-18 and AV-8B aircraft, and a Rack-mounted Subsystem (RS) for use on rotary and large fixed-wing aircraft. The ground components will include a PC-based Transportable Ground Subsystem (TGS), with and without a live monitor capability, a laptop-based Portable Ground Subsystem (PGS), a Shipboard Ground Subsystem (SGS), and a Fixed Ground Subsystem (FGS). The Government intends to make a single award for the P5CTS contract. A sources sought synopsis was issued to the CBD on 21 March 02. Additional information exchanges as well as incremental releases of the draft request for proposal have been posted on www.fedbizopps.gov under solicitation F08635-03-R-0001. The solicitation will be released on or about 16 Dec 02. Proposals will consist of oral presentations with briefing charts, past performance and cost volumes, and are tentatively due not later than 30 Jan 03; the firm date will be reflected in the RFP. Foreign firms are advised they will not be allowed to participate as the prime contractor. Potential offerors are advised that a U.S. Top Secret facility clearance will be required. Data which may be available for review or which may be produced under a resulting contract may contain Military Critical Technology List (MCTL) information whose export is restricted by Arms Export Control laws and regulations. Only those firms who are on the Certified Contractor Access List may receive such information. Requests for certification and registration may be obtained from the Defense Logistics Center (DLC), Federal Center, 74 North Washington, Battle Creek, MI 49016-3412 (telephone number is (800) 352-3572). Certification is accomplished using DD Form 2345, Military Critical Technical Data Agreement. An Air Combat Training System (ACTS) technical library and other relevant technical information are available at TITAN Corporation, 368 Adams Ave, Valparaiso, FL 32580. A Statement of Terms and Conditions for Release of Air Force-Owned or Developed Computer Software Packages is available at the ACTS technical library and must be completed by each offeror prior to removing data from the library.
