Description
NA This is a combined synopsis/solicitation for Tau upgrade to J.Y. Horiba Fluorolog 3 Spectrofluorometer prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitut es the only solicitation; proposals are being requested and a written solicitation will not be used. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 09, dated 09/30/02. Line Item 1. J.Y. Horiba commercially offers the five (5) major components that are to be integrated into the Fluorolog 3 basic spectrometer as part of the Tau 3 upgrade. These include the Lifetime accessory (FL-1023), double grating monochromator (FL-1005), thermosta ted sample holder (FL-1012), T-channel optics (FL-1002), T-channel (FL-1031). The expansion to Tau 3 will also preserve the instrument?s present capabilities by maintaining the ability to collect intrinsic, stead-state measurements in one complete configu ration. Finally, the upgrade will improve wavelength sensitivity by replacing single grating Czerny-Turner monochromators with double grating ones. Requirements. ERDC TEC is seeking to upgrade an existing J.Y. Horiba Fluorolog 3 Spectrofluorometer to Tau 3 for performing expanded lifetime and polarization (anisotropy) measurements to characterize fluorophores of military significance. ERDC TEC is seeking to upgrad e the current Fluorolog 3 configuration to seamlessly switch between steady-state and dynamic (lifetime and polarization) fluorescence measurements without realignment or changes in hardware or platforms. To accomplish the lifetime characterization of flu orescent molecules, a wide frequency range is required (0.1 to 300 MHz). Lifetimes as fast as 10 picoseconds to greater than 10 microseconds are also required for specific fluorophores of interest. The existing instrument was purchased in FY02 as part o f a research grant from the Defense Research Projects Agency, DARPA. The present configuration of the instrument is limited to intrinsic, steady state fluorescence using a single grating excitation monochromator. This configuration has been determined to be limiting for future types of measurements needed to characterize fluorophores that are being required for the research program in fluorescence remote sensing.
