- NA This is a combined synopsis and no other solicitation will be issued. No specific format is required to submit your quote. This is a service request to provide all labor material, insurance equipment and all incidentals which are necessary to request haz ardous waste disposal and cleanup service to Fort Buchanan. Services to be performed in accordance with the enclosed Statement of Work: SCOPE OF WORK DISPOSAL AND MANAGEMENT OF HAZARDOUS WASTE 1. OBJECTIVE: The subject project shall be performed IAW the applicable Federal, State, and local environmental laws and regulations. The contractor shall provide all labor, materials and equipment for the packaging, placarding, pick- up, transportation, disposition of hazardous materials and wastes at a federal and state approved treatment, storage and disposal facility (TSDF). Wastes include but are not limited to used oil, flammable waste, corrosive waste, and contaminated absorbent materials generate d at the Installation for CY 02. The services must be provided by the contractor on an on-call basis, the response should be within three days. 2. PERFORMANCE PERIOD: From January 2003 to January 2004. 2. PROCEDURES: A composite sample and analysis must be performed to the wastes to identify the presence of hazardous and toxic constituents in order to determine the proper disposal method of the waste. The laboratory results must include as a minimum t he approved EPA method used, results, units, regulatory limits, instrument minimum detection limit, and remarks, if any. 3. EQUIPMENTS: The projected quantities of HW and Special waste to be generated are as follows: a. Corrosive waste 2 x 55gal drums b. Reactive waste 2x 55 gal drums c. Toxic waste 2 x 55 gal drums d. Diesel fuel 4 x 55 gal drums e. Lead Based Paint 2x 55 gal drums f. Absorbent material no limited g. contaminated with POL?s 4 x 55 gal drums h. TCLP sampling and analyses 2 tests / sampling i. Flammable Waste 6 X 55gal drums 4. REQUIREMENTS: The contractor must have the required EPA and EQB hazardous waste transportation permits and the Treatment Storage and Disposal Facility (TSDF) must be a certified EPA/EQB treatment facility. Contractor will provide copy of the mentione d certification prior performing the described services. The subject contract must be performed following the applicable Federal, State, and local regulations and guildelines. 5. COORDINATION: The contractor must provide a list identifying the authorized personnel and vehicles that will access Fort Buchanan. Any of the jobs described above must be only coordinated, authorized, and approved by the DPW Environmental Division.
