Description
The Bureau of Alcohol, Tobacco and Firearms (ATF) intends to negotiate under authority of FAR 6.302-1, sole source procurement with Langevin Learning Services, Ogdensurg, NY to deliver three (3) 3 day sessions on Instructional Techniques for New Instructors to ATF personnel on tentative dates of: February 25-27, 2003, June 10-12, 2003, and August 19-21, 2003, locations to be determined. The contractor will be responsible for: Training a minimum of 10 employees and a maximum of 30 employees. The contractor shall be responsible for presenting the course, taking attendance, and providing the completed end of course evaluations to the ATF Training Manager at the end of the course. The contractor shall be responsible for providing a detained course syllabus. The contractor shall be responsible for providing one camcorder and tripod. The contractor shall be responsible for videotapoing the students presentations. The contractor shall include 1 year follow-up services that allows prior students to submit a video of themselves instructing for additional feedback and evaluation. The contractor shall be responsible for providing the estimated cost per student in their proposal and any discounts. The contractor shall be responsible for including the estimated instructor travel and lodging fees in the cost proposal. Awardee must be registered in the Central Contractor Registration (CCR) by the closing date of this announcement. Quotes will be acceptable by mail or by facsimile at 202/927-8688). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. All interested parties must submit a quote that demonstrates capability to provide Langevin Learning Services to include costs, and detailed literature on ability to perform this service. All interested parties must submit a technical cost proposal by December 6, 2002, 5:00 P.M. Eastern Standard Time. If no responses are received, the award will be made to Langevin Learning Services.
