Description
NASA/JSC plans to issue a Request for Offer (RFO) for the acquisition of technical data, contingency repairs, modifications, and analyses of Gulfstream Aircraft. Currently that consists of one Gulfstream I (GI), three Gulfstream II (GII), and four modified GII Shuttle Training Aircraft (STA). The technical data required consist of computerized maintenance program (CMP) support, aircraft service change/customer bulletins, parts catalog revision service, and maintenance, flight and wiring diagram manual revision service. Repairs, modifications, and analyses of the aircraft that are determined to be beyond the capability of the JSC aircraft support services contractor including the incorporation of aircraft service changes, customer bulletins, and other similar items will also be procured. The proposed effort is for 5 years. NASA/JSC intends to purchase the items from Gulfstream Aerospace Corporation (GAC). Both the GI and GII aircraft were designed and built by the predecessor companies of GAC. The design of both aircraft is considered proprietary and therefore not available to other contractors. The schedule demands of both aircraft types, particularly the STA, require minimum out-of-service times. GAC has the necessary personnel, facilities, and supplies to expedite the solution of any problems. The use of the STA aircraft is for critical crew training of astronauts in the landing phase of the Space Shuttle. The aircraft is equipped with many transducers, sensors, servos, and other sensitive devices not found on a standard aircraft. Gulfstream Aerospace Corporation, through the years of experience in working with the STA is cognizant of the complexity of working with these systems. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. An Ombudsman has been appointed. See NASA Specific Note "B".
