- NA This is a Notice to Industry of Defense Threat Reduction Agency's (DTRA) issuance of a draft Request for Proposal (RFP) DTRA02-03-R-0002 in support of the Capitol Peak Tunnel Complex Operations, Maintenance and Construction Support Project. Attached are d raft copies of the Statement of Objectives (SOO), Section L (Instructions, Conditions, and Notices to Offerors), and Section M (Evaluations Factors for Award). The procurement is anticipated to be full and open competition. The NAICS Code is 234120 with a size standards of $27.5m.It is anticipated a single award shall be made from this acquisition. We are seeking industry comments on the draft SOO and Sections L & M criteria, and in addition response to the following question with an written intent of inte rest: Have we articulated our requirement in enough detail where you understand what we want? The written comments and intent of interest are to be provided not later than 6 December 2002 by 2:00 pm (MST). It is anticipated the final RFP will be released t o the interested offerors the end of February 2003. Period of Performance will be a five-year IDIQ contract with option for five more years from date of award. Time & Materials (T&M) and Fixed Price (FP) type of delivery orders will be awarded under the te rms and conditions of the IDIQ contract. The magnitude range of this project is estimated more than $10,000,000.00. Additional information will be posted periodically for industry's review and comment. It is anticipated a site survey/pre-proposal confere nce will be held at White Sands Missile Range (WSMR), New Mexico, approximately two weeks after release of the final RFP. The information contained herein is for planning purposes and does not constitute an invitation for bids (IFB) or a request for proposal (RF P). The Government does not intend to award a contract on the basis of this notification or otherwise pay for the information provided. The work includes maintaining tunnel infrastructure (tunnel and portal ground support systems, ventilation systems, ro ads, etc.), managing operations (access control, implement safety SOPs, maintain PPE, etc.), reconstructing, repairing and constructing portals and tunnels, restoring ground support systems, pre-testing fielding support, and post-testing support and clean- up operations. The performer of this work will furnish all labor, supervision, equipment, materials and supplies for the tunnel complex construction project. Location: The primary work location is at northwestern slope of Capital Peak in the San Andres Mountains on the White Sands Missile Range, New Mexico. The Capital Peak Site is located approximately 64 miles by road southeast of Socorro, New Mexico.
