Description

The National Institute of Standards and Technology (NIST) intends to procure, on a sole source basis, the technical services of Dr. George Doddington, of Orinda, CA under the authority of 41 U.S.C. 253(c)(1) - Only one responsible source. Dr. Doddington will support the work of the NIST Information Access Division in providing technical leadership, research, and evaluation for five DoD-sponsored language technology programs: (1) Automatic Content Extraction, (2) Speaker Recognition, (3) Conversational Speech Recognition, (4) Translingual Information Detection, Extraction, and Summarization, and (5) Effective, Affordable and Re-usable Automatic Speech-to-Text. Dr. Doddington is uniquely qualified to perform this requirement based upon his extensive experience in the field of speech recognition. He has lead the Automatic Content Extraction (ACE) program and formulated the Entity Detection Task and scoring tools, which were used to evaluate the researcher's systems. In addition, Dr. Doddington has been closely involved in supporting the evaluation infrastructure for the Speaker Recognition and Large Vocabulary Conversational Speech Recognition. The period of performance for this requirement is one (1) year from award of the contract, with two 1-year option periods. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See Numbered Note 22 and 26.****
