Description
REQUEST FOR INFORMATION The Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), Office of Response and Restoration intends to procure services in support of the Palmyra Atoll, targeting the area known as the Black Lagoon. The purpose of the contract is to sample and analyze sediments and biota (living specimens) from the Black Lagoon and environs. The contractor will also be required to provide recommendations for the need for remediation at the site. The services to be procured include preparation of a draft work plan, field sampling plan, quality assurance plan, and health and safety plans to be reviewed by NOAA for written approval. The sampling will be conducted over a two week period after NOAAs approval of the final work plan. After the contractor collects the surface sediment samples and subsurface sediment samples, they will be stored and shipped for analytical chemistry. The contractor will analyze the samples, processing them in accordance with standard methods. The results of the sampling and analytical chemistry shall be summarized in a narrative report. The government is estimating 165 days will be required to complete the requirements. Interested firms shall provide a written response to this request no later than December 6, 2002 addressed to Phillip Harrell, Contract Specialist, National Oceanic & Atmospheric Administration, 1305 East West Highway, Suite 7604, Silver Spring, MD 20910. The response shall be no more than five pages and shall include the following: 1) Description of Firm (e.g. summary, primary lines of business, ownership, management, location, business summary, financial capability, banking relationship, accounting practice; key Personnel); 2) Capacity to Perform the Work Described (e.g. summary, field sampling, and analytical chemistry); 3) Past Performance (e.g. quality of performance, and familiarity with NOAA); 4) Price (e.g. relevant categories and hourly rates); 5) Commentary and Recommendations (e.g. statement of work, contract type, evaluation process, and other) The responses to this Request for Information will form the basis for requesting a number of firms to participate in this procurement.
