- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subp= art 12.6, as supplemented with additional information included in this noti= ce. This announcement constitutes the only solicitation; proposals are bein= g requested and a separate written solicitation will not be issued. Responses should reference Request for Proposal (RFP) No. DE-RP04-03AL67704. Thi= s combined synopsis/solicitation and incorporated provisions and clauses = are those in effect through Federal Acquisition Circular 01-09. This is a = 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 423990 (Firearms {Except Sporting}= Wholesaling) with a corresponding size standard of 500 employees (for G= ovt. contracting). The US Department of Energy's (DOE) National Nuclear Security Administration (NNSA) intends to purchase a single line item - Item 001: Two-hundred twenty-five (225) each "Leupold Mark 4 CQ/T 1-3x14mm (Rifle) Scope" mee= ting all of the following specifications numbered (1) through (16): (1) Certifie= d for Military Use, (2) Weight: 17.5 oz. (w/o battery or mount), (3) Length (= at zero diopter): 8.75 inches, (4) Finish: Matte, (5) Circle Dot Reticle: (5a) = Dot Size: 9 MOA at 1x, 3 MOA at 3x; (5b) Circle Size: Edge to edge, subtens= ion of circle is 18 inches at 25 yards, or 6 feet at 100 yards at 3x. From th= e dot's center to the circle's edge, subtension is 6 feet at 200 yards at 3x; (= 5c) Circle Line: Width of the line creating the circle is large enough to b= e easily visible, but thin enough so as not to obliterate an 18 inch object at 5= 00 yards at 3x, (6) Ocular Adjustment Range: -2.0 to +0.5, (7) Parallax Adjustme= nt: Non-adjustable (factory set to 150 yards), (8) Parallax Adjustment Rang= e: N/A, (9) Windage Dial Adjustment Increment: =BD-MOA, (10) Elevation Dial Adjustment Increment: =BD-MOA, (11) Total Windage Adjustment Travel: 80-MOA minimu= m, (12) Total Elevation Adjustment Travel: 80-MOA minimum, (13) Magnification: = 1x - 3x, (14) Field of View at 100 yards: 116.6 feet at 1x, 84.3 feet at 3x, (15= ) Field of View at 100 meters: 38.9 meters at 1x, 28.1 meters at 3x, (16) Eye Relief: 2.8 inches (71mm) at 1x, 2.0 inches (51mm) at 3x. The date of required delivery shall be January 13, 2003 through January= 17, 2003. The delivery and acceptance point is DOE/NNSA Office of Transportation Safeguards, 4th Avenue, Building 1789, Barling, AR 72923. Delivery is = FOB Destination. FAR 52.212-1, Instructions to Offerors - Commercial, and = FAR 52.212-2, Evaluation - Commercial Items, apply to this acquisition. On= ly those Offerors who can furnish this specific item will be considered; therefo= re, substitute items shall not be accepted. This sole item requirement is based on extensive market research including field-testing and competitive evaluation conducted by DOE/NNSA's Office of Transportation Safeguards. Award wil= l be made on the basis of lowest overall price. This is an "All or None" solicitation and Offerors must propose on the entire quantity (i.e., 22= 5 Each). Offerors shall include a completed copy of the provision at FAR= 52.212-3, Offeror Representations and Certifications - Commercial Items= , with the offer. The clauses at FAR 52.212-4, Contract Terms and Conditions-= Commercial Items, and at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to th= is acquisition.
