- This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Sections 3.2.1.3.12 and 3.2.2.4. The purpose of this announcement is to inform industry of the basis for the decision to contract, in an amount greater than $100,000, via single source contracting procedures. The FAA intends to procure from CACI International, Inc. support services for technical assistance, maintenance and training on the Bandwidth Manager (BWM) Promina network and associated component equipment. A contract for one-year with four one year options is planned. The estimated contract value will be 1.5M per year. The BWM is an FAA wide system providing the National Airspace System (NAS) with network and circuit connectivity for operational telecommunications requirements. The BWM, based on the Promina product line equipment manufactured by NET Federal, Inc., is FAA owned and operated. In addition to serving as the vendor for Promina equipment, NET Federal, Inc has provided support services to the FAA to include maintenance, installation and training. Since 2000, CACI International, a strategic partner of NET, has been providing support for the Promina Network equipment at over one hundred sites throughout the NAS as well as engineering support to personnel monitoring the BWM network at the two FAA network control centers in Atlanta and Salt Lake City and training for FAA technicians. The FAA is using a DISA Basic Purchase Agreement (BPA) contract with NET Federal, Inc, administered by DITCO, to obtain equipment as well as CACI provided support services from NET Federal, Inc. However, because NET Federal, Inc has announced intent to discontinue offering support services, a replacement contracting approach to obtain these services is required. The FAA need for BWM support services can only be satisfied by continuation of the services currently being provided by CACI International, Inc. No other company is authorized or recognized by the equipment manufacturer, NET Federal, Inc, to perform software and hardware maintenance or provide training on Promina equipment. Therefore, this award will be made on a single source basis. CACI has the capabilities, resources and unique qualifications to supply the following engineering, maintenance and training services to the FAA: ? Hardware and proprietary software support for NET Federal, Inc BWM Promina equipment that meets criteria in FAA-E-2920. ? Operation of a 24 x 7 Technical Assistance Center supporting BWM sites anywhere within the continental U.S., Alaska, Hawaii, islands in the western Pacific, Bermuda, and Puerto Rico. ? Expert assistance to on-site FAA personnel, effective use of on-line system access for troubleshooting hardware and software malfunctions, interruptions and failures and providing sound guidance on restoring the systems to normal operation. ? Providing FAA-unique Joint Operation & Maintenance courses for FAA personnel on NET Federal, Inc Promina network systems.
