Description
NA NA The Directorate of Contracting, Fort Bliss, Texas, is soliciting proposals for a contractor to furnish all labor, materials, tools, equipment, transportation, and supervision to perform a Job Order Contract (JOC). The JOC is for a broad range of mainte nance and repair work, and a wide variety of minor construction projects in and around Fort Bliss, TX. Fort Bliss is located in El Paso County, TX, and in Otero and Dona Ana Counties, NM. It encompasses 1.12 million acres of land and the proposed contrac t will support the main cantonment area, Biggs Army Airfield, William Beaumont Army Medical Center, TX; and Dona Ana Range, Oro Grande, and McGregor Range Camps, NM. This solicitation is restricted to small business concerns and is further restricted to b usinesses within a 75-mile radius from Fort Bliss, TX. The point of reference for distance is the El Paso Post Office located at 219 E. Mills Av. The associated North America Industrial Code System code is 233320. Small Business size standard is $28,500,0 00. The contract will be an Indefinite Delivery/Indefinite Quantity, firm-fixed-price type contract against which individual task orders will be issued by the Contracting Officer. Task order amounts will vary between a minimum of $2,000 and a maximum of $ 500,000. The JOC is a comprehensive collection of detailed projects using pre-established unit prices from the JOC Unit Price Book. Provisions will be included for liquidated damages for each task order. Performance and payment bonds may be required as sp ecified on individual task orders. The successful Contractor may be required to maintain an on-site office to accomplish individual task orders. The Contractor is required to furnish all supervision, personnel, materials, equipment, and supplies necessary to manage and accomplish the tasks. Task orders include but are not limited to work in a variety of trades such as carpentry, road repair, roofing, excavation, demolition, concrete, masonry, and welding. The proposed contract will be for a 12-month base p eriod with four additional one-year options. The guaranteed minimum amount for the base period is $75,000 and the maximum amount for the same period is $3,500,000. The maximum amount is not guaranteed. A bid bond in the amount of $75,000 is required. Th e solicitation is expected to be issued on 10 Dec 02 and proposals will be due on 9 Jan 03. A pre-proposal conference will be conducted on 18 Dec 02 at Fort Bliss. Time and location of conference will be provided to interested offerors who register to at tend. Due to security requirements, interested offerors must register by providing the Contracting Officer, in writing or via electronic mail, the names of the individuals who will attend the conference. Unless you already have a permanent vehicle pass, yo u will be required to obtain a one-day vehicle pass. You will be required to present the following information: (1) vehicle registration, (2) valid driver?s license, (3) current insurance card, (4) safety vehicle inspection, or car rental agreement (if ap plicable). Attendees at the pre-proposal conference are cautioned that the Government will not wait for anyone who is late or lost and will not hold another pre-proposal conference. Written questions must be furnished to the Contract Specialist no later th an 1:00 PM on 13 Dec 02. Solicitation documents include CSI-type specifications and site-specific unit price book (UPB), comprised of approximately 30,000 different pre-priced items representing various construction tasks. The Government intends to issue t his solicitation via electronic mail. The specifications and Unit Price Book are available on Compact Disk (CD-ROM) and will be provided on a first come, first served basis at a cost of $30 per CD, one per firm. No documents will be provided on printed-pap er hard copy format. Only a cashier?s check or Money Order are acceptable methods of payment. The payment may be mailed to: Directorate of Contracting, ATTN: SFCA-SR-BL (Mrs. Briseno), 2021 Club Rd, Fort Bliss, TX 79916-6812. Make the check or Money Order payable to: Central Disbursing. Write the solicitation number on the check or Money Order. Interested offerors are cautioned that the CD-ROM will not be re leased until payment is received. The successful Contractor is required to furnish and maintain in serviceable condition the following equipment for use by Government personnel during the life of the contract: nine each computer systems including built-in CD Read/Write, minimum 1.6 GHz speed, 80 GB hard drive, 521 MG of RAM, no DVD drive, PCMCIA Card Plus, Windows 200 Professional operating system, Microsoft Project Professional 2002, Autodesk AutoCAD 2002, Microsoft Office XP Pro, PS/2 Keyboard w/Windows 98 Hot Keys, USB Optical mouse, USB Scanner-1200 dpi resolution, 4 USB ports, 10/100 LAN Ethernet connectivity, 17 inch LCD flat panel monitor; one color laser printers?600 x 600 dpi color, 600 x 600 dpi black (HP color LaserJet 4600 series or equivalent); eight laser printers?600 x 600 dpi black (HP LaserJet 2200 series or equivalent). The successful Contractor is also required to furnish seven hand-held two-way radio or hand-held telephone units for Government personnel use in communicating with the Cont ractor and each other. Communications equipment shall come complete with batteries, chargers, belt carrying devices, and all other appurtenances to be a complete and useable system. The equipment will revert to the contractor at the end of the contract. All questions are to be submitted in writing to brisenom@bliss.army.mil or via facsimile transmission to (915) 568-3546. Questions submitted less than 5 days prior to the closing date may not be addressed before solicitation closing date; therefore, offer ors are advised to submit questions as soon as possible. Responses to questions are not considered changes to the solicitation as the only way the solicitation can be changed is through an amendment that will be issued.
