Description
NA This Sources Sought Notice is seeking Section 8(a), Small Businesses and HUBZone small businesses for competitive consideration. A Market Survey is being conducted by the New England District to determine the sizes and types of businesses eligible for Indefinite Delivery/Indefinite Quantity (ID/IQ) Remedial Action Contracts. The contracts are for construction and service activiti es at hazardous, toxic and radioactive waste (HTRW) projects at various military and non-military locations with the U.S. Army Corps of Engineers (USACE) New England District (NAE) and North Atlantic Division (NAD) mission areas. Work will consist of reme dial actions and operation and maintenance activities at HTRW sites. Task Orders may be issued on a firm-fixed price or cost-reimbursement basis. The selected offerors shall have the expertise to perform a variety of hazardous, toxic and radiological was te remediation tasks and related activities, including, but not limited to sampling and analysis of soil, water and air, sampling and analysis of a variety of tank, drum and transformer contents, removal of tanks, drum and transformers and their contents, removal of contaminated soil, installation of monitoring wells, treating waste and contaminated soil, transport and disposal of waste, construction of caps, slurry walls, and grout curtains around waste sites, removal of unsafe buildings and debris with an d without asbestos, installation of soil venting systems, installation of groundwater extraction and treatment systems (chemical, physical and biological), treatment of a variety of types of contaminated materials utilizing incineration, chemical destructi on methods and other methods as appropriate, removal, treatment and disposal of wastes from explosives, upgrade of existing wastewater, water and incineration facilities, and installation of new tanks and new water supply systems. The NAICS code governing this potential procurement is 562910, with a size standard of 500 Employees. The project is planned for advertisement in 2003 with award scheduled in the calendar year of 2004. At this time the New England District is planning on awarding a small business set-aside valued at $30M over five years; an 8(a) set-aside valued at $10M ov er five years and a HUBZone Small Business set-aside valued at $5M over five years. All eligible Section 8(a), Small Businesses and HUBZone small businesses should notify this office in writing by mail of your interest in this notice. E-mail responses wil l not be accepted. Responses should include: (1) Identification of company size status, certifications, i.e. 8(a), or HUBZone, or if you are a small business, you must provide a self-certification. (2) If you are an 8(a) or HUBZone firm considering a joint venture, you will need to provide proof that this consideration has been forwarded to the cognizant SBA office for approval. (3) Proof of experience and capability (including approval of systems) for Cost Reimbursement Contracting. This is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. Responses are required no later than 13 December 2002. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Sheila Winston-Vincuilla, Contract Specialist. Firms interested shall provide the above documentation, in one origin al form and one copy. Responses shall be limited to 5 pages. The Government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period o f one year from the date of this notice.
