Description

Solicitation Number: N00421-02-R-3133. The Naval Air Systems Command (NAVAIR) at Patuxent River, MD intends to contract with MacSema, Inc., 62971 Plateau Drive, Suite 400, Bend, OR 97701-5874 on a sole source basis for the procurement of Battery-free Contact Memory Buttons (CMB) and compatible Button Read/Write devices to support the NAVAIR Serial Number Tracking (SNT) Program. The CMBs will be permanently attached to maintenance and safety critical Naval Aviation components installed on Naval Aircraft. The hardware will support fleet maintenance activities at all Navy organizational, intermediate, and depot activities. The hardware proposed must already be qualified and demonstrated to be operationally effective and suitable for the demanding and rigorous Naval Aviation environment. The hardware must be qualified in accordance with MIL-STD-810E testing standards. The hardware must be demonstrated to operate without degradation when subjected to electromagnetic pulse, precipitation static, and high power CW RF. The environmental effects the hardware must be demonstrated to survive without degradation include: salt, fog, humidity, temperature, shock, vibration, and dynamic loads. It is essential that the hardware also be fully compatible with existing government developed CMPT software. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C., 2304 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (a)(2)(ii), only one responsible source and no other supplies or services will satisfy agency requirements. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which shall be considered by the Naval Air Systems Command.
