Description
This is a sources sought announcement is issued for the purpose of identifying sources for Multi-Function Environmental Support Systems (M-FESS) and spare parts. The M-FESS is a trailer mounted generator and environmental control unit (ECU) package. The generator shall be a 40 kW, 120/208 VAC, 60 Hz, 5-wire package. Voltage regulation shall be +3 VAC from no load to full load. Noise levels from the generator shall not exceed 70 dBA at three feet from any side. The generator shall include a power panel capable of accepting 200 amp shore power, three 60 amp receptacles, one 200 amp generator interconnection receptacle and one 120 V, single phase receptacle. All receptacles shall be protected by circuit breakers. The generator shall also have an instrument panel to monitor volts, frequency, amps, power factor, total and partial kW. The ECU shall provide up to 5 tons of cooling capacity and 12 kW of heating capacity. The ECU shall be capable of providing 225 cubic feet/minute of fresh air and have an air flow capacity of 1800 cubic feet/minute. The ECU shall use R407C refrigerant. The ECU shall meet or exceed the particulate filtration requirements of FED-SPEC-FF300-B. The trailer shall be equipped an axle width to track with those of the HMMWV (71.6 in) and be equipped with wheel rims interchangeable with a HMMWV. Minimum ground clearance shall be 15.5 in. The trailer shall have a rear cargo deck of 24x56 inches aft of the generator and another space of 27x57 inches between the generator and ECU for cargo. The trailer shall also be fitted with a 40 gal fuel tank. The trailer shall also be equipped with safety chains, taillights, reflectors, hand-operated brakes, stabilizing jacks and tie-down shackles for transport. The trailer tongue shall be designed to rotate upward when loaded aboard aircraft. The overall dimensions for aircraft transport shall be 107? x 88? x 96?. The M-FESS shall not exceed 4400 lbs in weight and must be both Department of Transportation (DOT) and Air Transport Test Loading Agency (ATTLA) certified. Sources having equipment that meets or exceeds the above capabilities are invited to submit appropriate documentation, literature and brochures. The government requests information regarding specifications and pricing for commercial off-the-shelf (COTS) equipment.
