Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number CS-I-03-21299 is being issued as a request for quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-8. This requirement is unrestricted and not set aside for small businesses and the associated NAICS cods is 811213 . The size standard is average $6.0 million gross income over the last three years. Clin 0001. Vendor shall provide a maintenance contract for monitoring, troubleshooting and repair, to include replacement parts, covering a Meridian 1 Option 61 telephone system for a period of Nine months, plus two one year options. Maintenance and replacement of the UPS batteries supporting the PBX are covered under a separate contract and are not part of this request. The contract shall provide for 24 x 7 coverage with a response time for serious failures of no more than two (2) hours. Maintenance pricing should be based on a Meridian 1 Option 61 telephone system with the following port configuration. Equipped Analog Ports- Quantity of 368, Equipped Digital Ports-Quantity 216, Equipped ISDN-BRI ports -Quantity 8, Digital T-1 Interface-Quantity 8, Automatic Call Distribution-Quantity 1, Meridian Mail (ports)-Quantity 24, terminal printers-Quantity 4. Pricing should be total monthly rate and full rate for base period, plus rates and totals for the two option years. At a minimum, the maintenance contract should provide coverage 24 hours per day, seven days per week, including holidays; replacement parts; remote monitoring of PBX system; Maximum response time of two hours on major alarms; response tme for minor outages of eight business hours; quarterly preventive service calls for PBX; and Technical Assistance Center support for consultation and assistance with troubleshooting. Award will be made to the lowest priced technically acceptable vendor who represents the best value to the Government inclusive of price, technical, and past performance. The Government intends to award without discussions, but reserves the right to hold discussions and negotiate pricing, terms and conditions. All quotes are due by Close of Business, 5:00 pm Central Standard Time. All quotes should include the contractors written technical and price proposal and representations and certifications and three references. Technical and Price are of equal value.
