Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number is DEA-03-R-0009 the solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation Circular 01-10. The Standard Industrial Classification (SIC) is 315999 and the small business size is 500. The Drug Enforcement Administration intends to issue an indefinite delivery/indefinite quantity (ID/IQ) contract under the test program described in FAR 13.5 for NOMEX III protective garments. The proposed contract period is a base year and four (4) twelve month option periods. The maximum amounts are provided herein as estimates only, and are not guarantees of total numbers of items to be purchased under this contract. The guaranteed minimum dollar amount for this contract is $25,000 in the base year. There is no guaranteed minimum beyond the base year, i.e., optional years. The base year is the date of contract award through September 30, 2003. All service/supplies shall be ordered by the placement of delivery orders executed by the U.S. Department of Justice, Drug Enforcement Administration (DEA), Office of Acquisition Management. A delivery order will be signed by the Contracting Officer. Delivery orders may be issued against the contract on an as-needed basis to accommodate the need of the requirement. Delivery is to be made to Drug Enforcement Administration, Office of Training, 2500 Investigation Parkway, Quantico, Virginia 22135. Inspection/Acceptance to be FOB Destination. The provisions at 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. The following FAR Clauses called out in 52.212-5 are also applicable to the acquisition, 52.216-18; 52.216-19 Fill-in: $25,000.00; the maximum quantity as stated herein; the maximum quantity as stated herein; 10 days; 10 days); 52.216-20; 52.217-8; 52-217-9 (Fill-in: 60 days; 60 days; 60 months); 52.232-18; For the purpose of 52.212-2, evaluation will be based in order of importance: Factor 1 -Technically acceptable, Factor 2 ? Delivery; Factor 3- Price/Cost will be evaluated on the basis of cost/price realism and for reasonableness. Offerors are required to provide a complete copy of the provision at 52.212-3, Deviation-Offeror Representations and Certifications-Commercial Items; along with the offer via fax. The Government intends to make a single award to the responsive, responsible offeror who offer conforming to this solicitation will be the most advantageous to the Government. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.), but must include the following information: Companies complete mailing address and remittance address, discounts for prompt payment, if any (e.g. 1% 10 days), delivery/availability of products, in accordance with the Governments stated requirement, the Companies Dun & Bradstreet number, and the Taxpayer Identification Number (TIN). All offers must be received no later than 3:00 p.m., (eastern time) on December 16, 2002 to Department of Justice, Drug Enforcement Administration, Office of Acquisition Management, 2401 Jefferson-Davis Highway, Alexandria, VA 22301, Attn: Doreen Upshur, Contract Specialist.
